S Inc. has an immediate opening for a Program Analyst to support our SHIELD program at Redstone Arsenal, AL.

Description:

The Program Analyst will join the SHIELD Project Office within the Program Executive Office Missiles & Space (PEO M&S). This role requires a strong blend of technical, financial, and acquisition expertise. Key responsibilities include developing acquisition strategies, preparing work statements, creating evaluation plans, assisting in vendor qualification, and playing a pivotal role in budget preparation, including the management of CCAR files.

Responsibilities:

· Support Senior Acquisition Executive (SAE) oversight, provide strategic input into decision-making processes, and ensure robust financial and program execution oversight.

· Provide expert, independent services and leadership in specialized technical areas, including financial analysis and budgetary support for the development and implementation of complex systems.

· Assist in refining acquisition strategies, work statements, and evaluation plans with a focus on cost efficiency and financial compliance.

· Lead the preparation, review, and defense of budgets, ensuring alignment with program goals and adherence to governmental financial policies and guidelines.

· Perform financial analysis on program documentation and phase transition plans, recommending improvements to enhance fiscal responsibility and overall program performance.

· Conduct in-depth research and financial analysis on program trends, identifying potential budgetary and funding issues, and propose cost-effective solutions.

· Oversee updates to program documents, advise on funding allocations, and ensure that program goals, objectives, schedules, and financial targets are met.

· Track program compliance with financial guidelines, identify deviations in financial direction, assess impacts on budgets, and recommend corrective financial actions.

· Apply quantitative and qualitative financial analysis techniques to evaluate system acquisition processes, identify fiscal risks, and develop effective cost mitigation strategies.

· Contribute to the development of acquisition plans, source selection documents, Independent Government Cost Estimates, and procurement documentation, ensuring sound financial oversight.

· Collaborate closely with project office personnel to ensure that financial and program management efforts are coordinated and optimized for fiscal responsibility.

Qualifications:

· Bachelors’ degree from an accredited college or university.

· At least 8 years of experience supporting a Government Project or Product Office in an acquisition role, ideally within a PEO environment.

· Experience assisting government procurement agencies develop acquisition strategies, work statements, evaluation plans and qualifying vendors in the support of budget preparation and defense.

· Experience tracking compliance with stated program direction, identifying changes in program direction, and assesses impacts.

· Experience using quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

· Experience identifying and researching programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules.

· Secret or higher DoD security clearance or have the ability to obtain a clearance.
