IT Consultant 3 (Project Manager)

Job Location: Columbus, OH 43215 (Hybrid – Frequent Onsite Required)

Job Description:

The Ohio Attorney General’s Office (AGO) is seeking an experienced Project Manager (IT Consultant 3) to lead a multi-phase data migration and analysis project for the Collections Enforcement Section. The selected contractor will manage the transition from a legacy debt collection system, ensuring project goals are achieved on time and within scope.

Specialty Areas:

• Project Leadership & Execution – Lead cross-functional teams including developers, BAs, and QA to deliver complex financial application projects

• Agile Project Management – Deep understanding of Agile principles and hands-on experience managing iterative development

• Data Migration & Analysis – Experience migrating data from legacy systems to modern platforms with high accuracy and integrity

• Stakeholder Engagement & Communication – Deliver executive-level updates, dashboards, and facilitate design and demo sessions

• Business Process Improvement – Proven ability to drive operational efficiency and transform legacy business processes

Responsibilities:

• Oversee and manage all phases of the data migration and modernization project for debt collection systems

• Coordinate with stakeholders and technical teams to analyze requirements and define project scope

• Provide detailed reporting, dashboards, timelines, and project status updates to senior leadership

• Facilitate design meetings, demos, and ensure functional and technical alignment

• Lead and mentor project team members including developers, business analysts, and QA testers

• Track and forecast project milestones, budgets, and deliverables

• Apply Agile practices and methodologies to manage workflows and ensure high-quality delivery

Mandatory Requirements:

• Minimum 8 years of experience as a Project Manager in IT projects

• Must be an Ohio resident and available to work onsite frequently in Columbus, OH

• Strong ability to independently manage all aspects of project delivery including team coordination, communication, and reporting

Qualifications:

• Experience in debt collection systems and terminology

• Prior experience in state government or public sector IT projects

• Strong business acumen and experience in financial systems modernization
