Overview:

Softtek Government Solutions is seeking a Program Manager. This individuals' services are critical in support of the Governments mission to conduct R&D and AR&D efforts to provide medical countermeasures that address the public health medical consequences of chemical, biological, radiological, and nuclear (CBRN) events, pandemic influenza, and emerging infectious diseases.

Responsibilities/Skills:

Management of all performance under this, and all subsequent task orders at all levels

Management of all staff (recruitment, retention, On and Offboarding, performance etc.) hired in both Onsite and Offsite capacity under this contract Management of all Consulting ODC hires directed by USG Track and account for all Government Furnished Equipment (GFE)

Provide leadership and guidance to Contractor staff hired to support the federal government

Ensure the Contractor is compliant with all requirements of this SOW

Advise the COR on any means to improve operational and performance efficiency Coordinate routine meetings with Contractor staff to address ongoing performance

Report timely any Contractor identified performance issues to the COR and CO/CS

Ensure quality control of all services and deliverables provided under this SOW Partner with the Travel Manager to ensure all travel meets all requirements of this SOW

Work with Contractor's budget office to ensure all invoices are submitted accurately and timely

Oversee all technical and functional activities necessary for the successful management of this SOW

The PM shall be resourced solely to this effort to provide sufficient and timely support and assurance that all aspects of this contract are performed efficiently, accurately, timely, and in compliance with the requirements of this SOW

This PM shall have extensive experience successfully managing contracts of similar type, scale, and scope for either the Federal government or industry

No additional consideration will be provided to PM candidates that have a PMP certification, as extensive and successful work experience is of greater value than an industry pass/fail certification

The PM shall ensure that a project management approach in-keeping with Federal and industry best practices is developed, implemented, and maintained for planning, organizing, managing, documenting, and closeout of all task orders awarded throughout the life of this requirement Qualifications:

Bachelor's degree in a related field 6+ years of program management experience with similar work experience

Project Management Professional (PMP) Certification or PMP equivalent preferred

Extensive knowledge and experience in personnel management

Knowledge and experience working on Federal contracts that include both labor and ODCs

Experience with performance assessment and corrective measures

Experience with risk management, mitigation, and quality control

Tier 2/Public Trust
