The Program Manager role will support & assist the MACH TB Program Director in leading and managing multi-disciplinary teams for the MACH TB 2.0 Program. You will report to the Deputy Program Director and oversee one of three pillars of the hypersonic testing program. The individual will have a critical role in supporting the planning and execution of key aspects of the overall program. This role involves overseeing program/portfolio operations, ensuring adherence to cost and schedules, and ensuring risks are identified and managed. The Program Manager will collaborate with multiple subcontractors and stakeholders and be capable of navigating complex program management challenges. The Program Manager must have a good understanding of the program management process, have strong communication skills, and be able to motivate their team(s). The ideal candidate will be good with budget calculations, is a good communicator, possesses strong analytical skills, can adapt quickly, and takes initiative to solve problems.
ESSENTIAL JOB FUNCTIONS:
Responsibilities:
Support & assist the Deputy Director and Program Director with the overall technical, cost, and schedule responsibility for program-related activities to include delivery of services and the design, development, fabrication, assembly, integration, demonstration, and test of Hypersonic Test Missions
Provide leadership and direction across selected portfolio(s) of the program, to include multiple subcontractors and vendors
Focus on program requirements/milestones and monitor adherence to program budgets, plans, cost, schedule, and technical performance
Lead by example and champion program management best practices
Assist in setting program priorities, resolve conflicts and barriers, implement and execute stage gates and major milestone reviews with the customer
Support proposal activities in support of on-contract growth
Interface with stakeholders and government customers
Supports and executes integrated plans and business and technical strategies, goals, objectives
Ensures program planning and monitoring activities are in accordance with contractual obligations
Able to support the development & maintenance of an Integrated Master Schedule and Integrated Master Plan
Possesses the ability to work in a changing environment and flexibly create or update processes to support both program growth and company expansion/scalability
Develops and maintains relationships and partnerships with customers, suppliers, stakeholders, peers, partners, management, and direct reports
Supports development and implementation of proposals, statements of work, strategic planning, campaign and business development strategies in pursuit of new business
Manages, develops, and motivates cross-functional team members and program support personnel SUPERVISORY RESPONSIBILITY: No; Indirect Matrix Leadership

The Program Manager shall be knowledgeable of overall organization, direction, and requirements of the contract efforts. Experience in interfacing directly with the designated government or commercial customer representatives and supervising various task order activities is preferred.
BA/BS with 10 years of experience in Program Management
May require up to 25% travel to support technical meetings, design reviews, and launch events
Knowledge of FAR/DFAR and its application to contracts and flowdowns
Experience with FFP, CPFF, IDIQ, & T&M contracts
Experience with ITAR and EAR products
Experience working with Teaming or Workshare Agreements
Active DoD Secret Clearance Preferred Qualifications (Desired Skills/Experience):
Experience in Hypersonic flight systems, launch vehicles for suborbital and/or orbital trajectories, or other missile/rocket programs and testing
Experience with MBSE and associated concepts and principles
Experience working with partners, subcontractors, and suppliers
Experience in the implementation and use of Program Management Best Practices
Experience interfacing with senior and executive leadership
PMP Training & Certification or equivalent
