POSITION TITLE: Assistant Director of Special Education & Pupil Services
REPORTS TO: Director of Pupil Services and Supports
POSITION GOAL:
To assist in the administration and/or coordination of all special education and pupil services programs, supporting the Director in leading improvements in the quality of services provided to students in alignment with the district vision, mission, and core values.
QUALIFICATIONS:
Master's Degree in Education or related field required; PA Certification as Supervisor of Special Education or other administrative certification that allows for supervision of Special Education.
A minimum of five years of experience in special education as a teacher; a minimum of three years of experience in an administrative or supervisory capacity.
Comprehensive knowledge of state and federal laws and guidelines regarding Special Education and Gifted Education.
Strong leadership, oral and written communication skills; ability to interface effectively with school board members, administrators, teachers, parents, and community members.
Proven problem-solving and decision-making skills, with the ability to analyze data and interpret regulations. Current Act 34, Act 114, and 151 clearances
SPECIFIC PERFORMANCE RESPONSIBILITIES:
Assist in the administration and coordination of all special education and gifted education programs, ensuring alignment with district policies and PDE requirements.
Facilitate professional development opportunities for special education teachers, related service providers, and pupil services staff, focusing on evidence-based practices, compliance, and instructional strategies.
Ensure adherence to legal requirements for special education and gifted education, including managing active agreements, compliance audits, and the development of required plans (e.g., Special Education Plan, Gifted Plan).
Serve as a liaison for the district in matters related to special education, working collaboratively with agencies such as the CCIU and community organizations to enhance student services.
Provide training and outreach for parents regarding special education processes and resources, fostering strong communication and partnerships.
Oversee the process for securing out-of-district placements for special education students, ensuring that placements meet the needs of the students and comply with regulations.
Assist in budget management, grant oversight, and ensuring proper allocation of resources for special education and pupil services programs.
Manage student records and data related to special education and pupil services, ensuring compliance with confidentiality laws and regulations.
Assume other duties and responsibilities as assigned by the Director of Pupil Services & Supports or the Superintendent. ADA SPECIFICATIONS:
While performing in this position the employee is regularly required to use hands to
finger, handle or feel objects, tools or controls, and to talk and hear; sit and occasionally
be required to sit, walk, climb, stoop, kneel, crawl and crouch. Specific vision abilities
required by this job include close vision, color vision, and the ability to adjust focus.
The employee must have the ability to lift and/or move up to 25 pounds. The employee
will be subject to inside office environmental conditions with low to moderate noise
levels. The employee will possess effective communication, judgmental, planning and
human relations skills, and will be required to work under periods of stress due to the
level of the position responsibility.
TERMS OF EMPLOYMENT:
Twelve (12) month position - Salary and Work Year to be established by the Board of School Directors.
Salary and Benefits according to the KCSD Administrative Salary and Benefits.
EVALUATION:
Performance of the job will be evaluated annually in accordance with provisions of the Board's policy on Evaluation of Administrative Personnel.
