SUMMARY

Bering Straits Professional Services LLC(BSPS), a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified, highly motivated individual with Government contract experience. The Program Manager (PM) is responsible for the execution and management of a full project as required by our contracts with the client and managing subcontractors. In accordance with Company’s policies and procedures, the PM will perform additional managerial responsibilities as necessary or assigned.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

Management programs throughout a contract and/or task order life cycle.

Manage contract deliverables and documentation such as the program management plan, quality assurance plans, and meeting schedules.

Maintain the Project Management Plan to detail key activities and milestones, allocation of staff and other resources necessary for successful program/task delivery.

Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders.

Manage stakeholders’ communication and expectations.

Develop and manage the budget for projects and be accountable for delivering against established business goals/objectives.

Plan and monitor the overall program progress.

Manage day-to-day operations on programs assigned.

Manage the program’s budget.

Assess and mitigate internal and external risks by taking appropriate corrective measures.

Coordinate multiple projects as needed.

Manage and utilize internal and external resources across projects

Work closely with site Project Managers and Team Leads.

Work positively with the wide range of individuals involved in corporate program management including the accounting, contracting, HR, payroll, recruiting and security department.

Work closely with Operations Manager, cross-functional teams, and assigned project managers/task leads to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives.

Identify key requirements needed from cross-functional teams and external vendors.

Manage personnel, addressing any concerns and with corporate support as needed.

Monitor, review and approve timesheets cross referencing to prevent inaccuracies.

Coordinate and work with other Program Managers and Operations Managers to address concerns.

Monitor deliverables to make sure all are up to date.

Meet with Project Controls on a monthly basis to make sure records match and all are aware of any funding deficiencies and Period of Performances.

Verify all subcontractor and Government invoices are up to date.

Manage any vacancies that arise by appropriately advertising job announcements and regularly monitor the recruiting software new candidates.

Coordinate with Security for any updated clearances, HR, IT and Payroll for any new hires that may be ready to be onboarded. Track candidates until fully onboarded.

Monitor any news from Corporate to be shared with employees.

Ensure sure all training requirements are up to date with all employees.

Communicate with government stakeholders and employees at least every month for a check-in.

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications

Bachelor’s degree or equivalent, and four years general experience

Experience in managing multiple contracts/task orders and contract transition.

Ability to address challenges with innovative solutions to proactively address issues.

Strong leadership and management skills. Managing day-to-day activities on programs assigned

Excellent knowledge of budgeting and resource allocation procedures.

Knowledge, Skills, Abilities, and Other Characteristics

Knowledge and experience with project/program management methodology and techniques.

Knowledge of and experience working with the Department of State or other federal government agency for no less than three years.

Drafts reports and presentations or other deliverables as required.

Excellent oral and written communication skills, data gathering, analytical, and problem-solving skills.

Must be able to communicate both verbally and in writing.

Must possess the ability to multi-task and work in an environment with constant interruptions and reorganization.

High level writing, facilitation, problem solving, analytic, and briefing preparation

communications/briefing skills, and minute taking skills, and other duties as assigned.

This position is not subject to federal requirements regarding Department of Transportation “safety-sensitive” functions.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
