SUMMARY

The Industrial Security Assistant will report to the Corporate Security Manage/Corporate Facility Security Officer (CFSO) for all Industrial Security activities within The Tatitlek Corporation structure. The Security Assistant will be responsible for assisting with maintaining the security program for multiple cleared subsidiaries. Functions include new Facility Clearance (FCL) processing for selected subsidiaries and NISS account maintenance, processing of personnel security clearances via the DISS, SWFT, ACCS, eNOM, and e-QIP systems, or replacement systems, record maintenance, understanding of all Intelligence Community and US Department of Defense security requirements, administering security awareness training programs and preparing visit requests. This position requires independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters. The Security Assistant will provide support to the Security Manager/CFSO for all security functions in accordance with 32 CFR Part 117, the National Industrial Security Program Operating Manual (NISPOM) and Director of Central Intelligence Directives (DCIDs)/Intelligence Community Directives (ICDs) to include managing PCLs associated with collateral and SCI programs. Daily duties may include conducting new employee briefings, exit interviews and debriefings, investigating and reporting security violations, incident reports, and coordination of periodic re-investigations and preparation of DD254 forms for subcontractors. Annual duties include assisting with preparing refresher training, self-inspections and Defense Counterintelligence and Security agency (DCSA) security reviews. The AFSO may interface with all levels of The Tatitlek Corporation (including wholly owned subsidiaries) personnel and numerous government agencies to ensure contract security compliance with 32 CFR Part 117, the National Industrial Security Operating Manual (NISPOM). The position will require considerable use of tact, diplomacy, discretion, and judgement in supporting the day-to-day security requirements of Tatitlek. This is a mid-Level Position, and the candidate must be able to obtain and maintain a Top Secret security clearance.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Assist the FSO with the personnel security clearance process to include initial requests, fingerprints, indoctrinations, reinvestigations and debriefings.

Assist the FSO to ensure inspections, reviews, investigations, and other reportable issues are compliant with the Defense Counterintelligence and Security Agency (DCSA) and Department of Defense sponsor standards.

Assist the FSO with creating, coordinating, and implementing security policies and procedures pertaining to the safeguarding of classified information according to 32 CFR Part 117, the National Industrial Security Program Operating Manual (NISPOM).

Assist the FSO with the generation of employee required Visit Authorization Requests (VARs)

Assist the FSO with the generation of employee required facility/base access forms to include CACs, SAARs and building access

Assist the FSO in the generation of weekly Clearance Status and Visitor Authorization Reports

Perform clearances verifications

Provide back-up support to other FSOs and program security officers.

Initiate clearance investigations for employees

Initiate periodic re-investigations for employees

Update and Maintain DISS/JVS, NISS, SWFT, ACCS, eNOM or other required security systems

Submit visit requests via DISS, ACCS and other systems as needed

Assist with conducting self-inspections every 6 months for each cleared facility

Coordination with the fingerprinting vendor and submit electronic files via SWFT

Assist with the Preparation and execution of DD254s

Assist in updating SPPs, Annual Training, and Foreign Travel Briefings

Provide assistance with the implementation and maintenance of the company Insider Threat Program

Coordinate with the Defense Counterintelligence and Security Agency (DCSA)

Assist the FSO with packaging, processing and transmitting classified material in compliance with DCSA and the 32 CFR Part 117, NISPOM (if/when applicable)

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES

Other duties as assigned.

Required Skills

EDUCATION AND EXPERIENCE

Must be able to be certified as an FSO

Minimum 6 months to 1-year FSO experience in related security field administering programs under the National Industrial Security Program (NISP)

Must have completed or complete within first 90 days of hire, the following DCSA STEPP/CDSE Courses:

FSO Program Management

Establishing an Insider Threat Program

Personally Identifiable Information (PII)

Cyber Awareness

PREFERRED

High school diploma or GED

DoD and/or IC experience

Knowledge and experience utilizing DISS and NISS and other agency systems desirable

SKILLS, KNOWLEDGE AND ABILITIES

Must be a U.S. Citizen

Must have the ability to maintain a Top Secret Clearance.

Ability to work independently and meet deadlines.

May be required to travel for DCSA Assessments, various States, and to the National Capital Region (NCR) as needed for program and contract support

Detailed oriented, dependable and professional

Working knowledge of security related programs, i.e., Defense Information System for Security (DISS), National Industrial Security System (NISS), etc.

Working knowledge of Advanced MS office, including Word, Excel and PowerPoint.

PHYSICAL REQUIREMENTS

Essential functions may require maintaining physical condition necessary for frequently bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with the opportunity to move about. Occasionally there may be a need to move or lift moderately light items up to 35 pounds. Near visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; manual dexterity to operate a telephone and keyboard; lift horizontally and vertically.

WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The noise level in the work environment is usually moderate.
