IT Project Portfolio Manager:
We are seeking a highly organized and strategic IT Portfolio Manager to support a federal agency’s IT investment and project portfolio. The ideal candidate will examine the agency’s suite of IT programs and projects, ensuring alignment with strategic goals, compliance with federal mandates, and effective resource utilization. The role requires excellent communication, analytical, and leadership skills to collaborate with stakeholders, provide decision-making support, and drive portfolio performance.
Job Duties:
Oversee the planning, execution, and governance of the agency’s IT project portfolio.
Ensure all IT investments align with agency mission objectives, federal regulations (e.g., CPIC, FITARA, OMB A-11), and enterprise architecture standards.
Maintain and enhance portfolio management tools and dashboards to track performance, risk, cost, and benefit realization.
Coordinate with project managers, business units, and executive stakeholders to assess priorities, interdependencies, and resource allocations.
Develop and deliver portfolio-level reporting, analysis, and briefings for executive leadership and oversight bodies.
Support budget planning, IT investment submissions, and reporting processes (e.g., IT Dashboard, Exhibit 300).
Facilitate portfolio review boards and investment governance activities.
Identify opportunities to improve IT governance, reduce duplication, and optimize resource utilization.
Ensure compliance with federal cybersecurity, data management, and privacy requirements as part of the portfolio management process.
What You Bring:
Bachelor’s degree in Information Technology, Business Administration, or related field (Master’s preferred).
5+ years of experience in IT portfolio, program, or project management, preferably in a federal government environment.
Strong understanding of federal IT governance frameworks (CPIC, FITARA, TBM, OMB A-11).
Proficient in portfolio management tools (e.g., Microsoft Project Online, ServiceNow, Power BI, Excel).
Excellent verbal and written communication skills.
Demonstrated experience in stakeholder management, reporting, and risk analysis.
Project Management Professional (PMP) or Portfolio Management Professional (PfMP) certification preferred.
Experience with Agile, ITIL, and/or Lean principles is a plus.
