About the Role:

Oran Inc. is seeking a Senior Database Developer / Contract Manager to lead efforts on a high-profile DHS OHSS contract focused on data modernization, automation, and governance. This dual-role position combines deep technical database expertise with contract and personnel management responsibilities, serving as the primary liaison to the Contracting Officer and COR. The successful candidate will have strong federal experience, technical acumen, and proven leadership in managing complex contracts and database environments.

Key Responsibilities:

Contract Management Responsibilities:

Serve as the single point of contact for the DHS Contracting Officer and Contracting Officer’s Representative (COR).

Oversee day-to-day technical operations, resource allocation, and personnel across all contract tasks.

Ensure timely and effective communication and resolution of all contract-related issues.

Coordinate project schedules, deliverables, and compliance with contract requirements and deadlines.

Technical Database Responsibilities:

Design, develop, and maintain stored procedures, triggers, and functions.

Develop and manage relational databases, data warehouses, and ETL processes.

Ensure database performance, integrity, and security compliance with federal frameworks (FISMA, FedRAMP).

Conduct data modeling using tools like ERwin and support data analysis and integration efforts.

Lead implementation and adherence to Data Governance frameworks and standards.

Work with cloud platforms (AWS, Azure, GCP) to support data modernization initiatives.

Basic Qualifications:

Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field (Master’s preferred; PMP certification desirable).

At least 15 years of experience supporting DHS or other federal agencies onsite, with a strong understanding of agency policies and workflows.

Experience with SQL Server, Oracle, and PostgreSQL.

Proficiency in cloud environments, especially AWS, Azure, or Google Cloud.

Demonstrated knowledge of federal security and compliance standards such as FISMA and FedRAMP.

Substitution Policy for Education:

Education may be substituted with general work experience at a rate of:

2 years of experience = 1 year of education

AA/AS = 2 years, BA/BS = 4 years, MS/MBA = 6 years

Experience used to substitute for education cannot be double-counted toward work experience requirements.

Additional Requirements:

Must complete DHS IT Security Awareness Training within 60 days of assignment and annually thereafter.

Strong communication, documentation, and interpersonal skills.

Ability to lead a team and manage priorities in a high-pressure federal environment.
