Position currently qualifies for a telework option. Telework options are subject to change at the discretion of management.
The North Carolina Forest Service is a team of professionals who provide forest protection, emergency response, resource management and environmental education to the residents and landowners of North Carolina through a variety of programs. The NC Forest Service provides services to the 100 counties in North Carolina.
The Forest Health Branch Head leads and manages the N.C. Forest Service Forest Health Program. It plans, implements, coordinates, and evaluates invasive species and forest pest control activities of the N.C. Forest. Services are provided to private, state, and federal landowners in the prevention, detection, evaluation, monitoring and suppression of forest insect, disease and related problems that occur or have the potential of occurring in both forest and urban environments. This position directly supervises 5 employees in the branch. The position also serves on the Southern Group of State Foresters Forest Health Committee and the NC Pest Risk Committee.
This position is responsible for overseeing both appropriated and grant supported budgets and will need to be familiar with established budget management and purchasing practices. It is also responsible for managing the Southern Pine Beetle Protection cost-share Program. It works cooperatively with NCDA&CS Plant Industry, USDA-Forest Service, universities, non-profits and others to mitigate the threats of forest health threats in the state.
Normal work hours are 0800 to 1700 Monday through Friday. At times work will be performed outside of the normal work hours and days. Weekend, night, and holidays are subject to be worked. Work times can and do exceed 14 hours in a day during emergency response.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Considerable knowledge of principles and practices of the assigned forestry program(s).
Ability to gather and present technical and fiscal information effectively in oral and written form.
Ability to establish and maintain effective working relationships.
Ability to plan, assign and review the work of direct reports and others.
Ability to plan and conduct a training program or a specialized field activity.
MANAGEMENT PREFERENCES:
Experience in grant writing, application, management, and reporting
Experience in technical writing.
Experience in pest sampling and keying
Undergraduate or graduate coursework in entomology, pathology, or plant physiology
Minimum Education and Experience Requirements
You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.Bachelor s degree in forestry from a Society of American Foresters (SAF) accredited institution and five years of related professional Forestry experience; or Registered by the NC Board of Registration for Foresters and five years of related professional post registration Forestry experience; or an equivalent combination of education and experience.
Necessary Special Requirement Those not registered at the time of hire must obtain registration as a Forester from the NC Board of Registration for Foresters within one year of employment.
