Summary of Position

Lead with purpose as the Chief Building Official, where your expertise in building codes and inspections will help shape safe, sustainable development and make a lasting impact on the community we serve. Under the direction of the Community Development Director, the Chief Building Official is responsible for the enforcement of the building, plumbing and housing codes as they apply to the City.

Hiring rate: $115,648.00 - $ 122,304.00

Essential Duties and Responsibilities

Manages and administers the work, activities and functions of the Building Inspection Division.

Prepares and administers the division budget.

Supervises Building Inspectors, Plans Examiner, Electrical Inspector, Plumbing Inspector, HVAC Inspector, contract inspectors as necessary and seasonal intern.

Interprets the applicable state building related codes and City ordinances in an accurate and fair manner.

Reads construction plans and blueprints, occasionally completing plan review, completing field inspections or issuing permits.

Oversees issuance of all building permits within the City.

Recommends and implements building inspections related policies, practices, resources and ordinance amendments.

Works closely with other departments and agencies.

Attends City Council meetings as required.

Answers questions from the public, staff and elected officials regarding building related codes and practices.

Provides effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.

Follows oral and written instructions such as supervisor’s work orders and equipment operation manuals.

Attendance during regularly scheduled work hours and outside regular hours as necessary.

Performs other related functions as apparent or delegated.

Performs essential position duties and responsibilities under the working conditions and physical demands described herein.

Maintains positive professional working relationships with all staff levels, other jurisdictions and outside agencies, and the general public.

Required Knowledge and Abilities

Thorough knowledge of and ability to interpret and enforce applicable state building related codes and City ordinances.

Ability to effectively supervise and motivate technical employees within the division.

Ability to prepare and administer the division budget.

Ability to effectively communicate, both orally and in writing, with City Council, staff and the general public.

Ability to manage people, establish and follow procedures, and perform supervisory and administrative functions.

Ability to deal effectively and diplomatically with contractors, developers and general public daily, with attention to high quality customer service.

Ability to establish and maintain effective working relationships with others.

Ability to work cooperatively with City personnel, external vendors, and the public.

Ability to perform duties with tact, diplomacy, and discretion.

Ability to be detail oriented and follow through with tasks.

Qualifications and Other Information

MINIMUM QUALIFICATIONS:

Certification as a Building Official (by the Minnesota Department of Labor and Industry).

Associates Degree (or similar 2-year degree) in construction, a construction trade, building inspection technology, structural engineering or architecture from an accredited vocational school, college or university.

A combination of training and experience substantially equivalent to the position requirements may be considered.

Five years or more of progressive experience in municipal inspection environment.

Ability to obtain State of MN Delegation Agreement to review and inspect state projects within 12 months of hiring.

PREFERRED QUALIFICATIONS:

Bachelor's degree in related field.

Three years of supervisory experience.

International Code Council (ICC) certification as a Building Official, Building Inspector or Plan Examiner.

PHYSICAL DEMANDS:

This work requires the frequent exertion of up to 10 pounds and occasional exertion of up to 50 pounds; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, sitting and repetitive motions and occasionally requires walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration, wearing a self contained breathing apparatus and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

EQUIPMENT/JOB LOCATION:

This position will primarily be located at the City Center. It will use common office supplies and equipment, and the noise level is generally quiet. Exposure to computer monitors in the office is typical. This position works closely with others. When duties require work in the field, exposure to inclement weather and rough terrain is typical.
