The position will manage statewide functions for environmental compliance-related issues, corrective actions necessary due to violations, erosion control plan design and mitigation, environmental compliance monitoring for sedimentation and erosion control and environmental permitting, funding for Federal enhancement programs, asset management for highway facilities, NPDES compliance, hazardous materials management and remediation activities, training, continuing education, and program policy.
These responsibilities include performing complex engineering reviews of NCDOH planning, construction, maintenance and mitigation activities and the development of environmental resolutions on a statewide basis. This position requires the individual to coordinate with other NCDOT units, the Federal Highway Administration, environmental regulatory agencies and other State agencies to achieve schedule goals, proper design and acceptable mediation. The position requires the individual to provide “Rapid Response” to projects with identified environmental problems or other critical program needs. This requires providing assistance to project personnel on the project site and meeting with planning, design, and regulatory staff to resolve critical issues.
This position provides technical assistance for the Director of Construction, the Chief Engineers Office, Planning Development & Environmental Assessment Unit, Hydraulics Unit, Roadway Design Unit, Construction Unit, Roadside Environmental Unit, Bridge Maintenance, Road Maintenance, Secondary Roads, 14 Highway Divisions and the environmental regulatory agencies.
Knowledge, Skills and Abilities / Competencies
Applicants must submit an application that clearly reflects work experience that demonstrates the following:
Experience in applying professional engineering theory, techniques, practices and procedures to solve complex problems related to NCDOT environmental operations programs
Knowledge of Federal, State and NCDOT regulations, policies and procedures pertaining to NCDOT environmental operations program management
Experience in coordinating with Divisions, other NCDOT units and external agencies both in person and by correspondence to achieve program goals
Experience in managing human resources including recommending and filing positions, administering the Department's performance evaluation system and taking disciplinary action when necessary
Experience managing permanent employees, contractors, and consultants to accomplish goals, including but not limited to organizing and directing direct resources; interpreting, administering and establishing policies; managing and evaluating performance; and providing training and mentoring subordinates

Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
