This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
The Engineer II position will review engineering packages for new, modified, and renewed NPDES and non-discharge wastewater collection and treatment systems. This position will also conduct inspections, coordinate special projects, conduct riparian buffer/stream determinations, and assist with emergency responses. As a senior-level position, this position will be responsible for tasks that include training new employees and participating in work group and stakeholder meetings and internal Division and Department level meetings.
Key Responsibilities:
Provide a detailed technical engineering review of all applications for new, modified, and renewed NPDES and Non-Discharge wastewater collection and treatment system permits. Provide written comments with recommendation on permitting actions.
Ensure that applications comply with federal regulations and rules adopted by the Environmental Management Commission and with state water quality standards.
Review files, evaluate monitoring data and perform inspections of plant facilities and treatment units to verify that operational and maintenance procedures and records comply with federal regulations and state rules and the conditions specified in their permits.
Prepare compliance/enforcement documents to address permit condition violations, sewer system overflows, monitoring and/or limit groundwater and/or surface water violations. Applicant will need to handle situations consistently and with sound judgement when interacting with the public and all levels of the regulated community.
Assist with special projects, including staff development and training new staff, functioning as a primary Acting WQROS Supervisor in the absence of both the Regional and Assistant Regional Supervisors, and help to manage daily work demands of the work unit.
Provide incident and emergency response to complaints, spills and discharges, and natural disasters.
Assist with other WQROS programs as needed to meet daily operational work needs. Some emergencies may require a response to occur after business hours and/or on weekends, on a limited basis.
The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. To qualify for this position, applicants must document on the application that they possess ALL of the following:
Demonstrated experience in one or more of the following areas: wastewater collection, wastewater treatment, NPDES permit program at the local, state and/or federal level.
Demonstrated knowledge of federal and/or state laws, policies, or regulations as it pertains to environmental programs and/or water quality.
Documented experience reviewing, managing, and/or issuing environmental permitting/applications, plans, and/or projects.
Demonstrated experience communicating information to consulting engineers, municipal/local officials, or the public using written and/or oral communication skills.
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification: May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
