Job Summary

About the position

Design, coordinate and observe public infrastructure projects in a manner to meet the needs of city policies. Apply technical skills and knowledge to perform a variety of tasks, including the following: data collection, plan design, specification development, contract management, construction observation, permitting and customer service.

Duties and Responsibilities

Design

Perform data collection to complete project design and record drawings.

Use computer aided design (CAD) software to produce construction drawings, quantities, cost estimates and other information necessary for a comprehensive set of plans for public infrastructure projects.

Identify right-of-way and/or easement acquisition needs to facilitate project construction. Obtain temporary rights-of-entry to private property.

Coordinate review meetings to discuss design issues and modifications; actively involve and solicit input from affected staff on projects.

Assemble and analyze reports, maps, tests and other information on topography, hydrology and geology to assist in forming feasible design solutions

Maintain city construction details and CAD standards.

Construction observation

Perform construction observation to ensure projects are constructed consistently with approved plans, specifications and requirements.

Identify and address changes in project scope, quantities and budget. Responsively address issues and implement solutions.

Direct necessary material testing in accordance with MnDOT and/or project specifications.

Maintain complete construction project documentation including daily progress reports, construction diaries and prepare monthly estimates of quantities for contractor payments.

Perform measurements and maintain complete records for accurate as-built drawings and records. Update and manage city infrastructure drawings and records as needed.

Project coordination

Provide information, answer questions, and solve problems with the public, contractor and city staff.

Communicate with property owners about construction projects and keep them informed of the project status. Answer questions about schedule and potential impacts to property.

Coordinate projects with city staff, local, state, and federal agencies, obtain required permits

Keep supervisor informed of project status, budget, timeline, or concerns as they arise, provide regular updates, take appropriate actions to remedy problems, and manage costs.

Maintain department project files for assigned projects; file and archive all associated paperwork and digital records.

Coordinate private utility relocation for projects.

Attend information meetings to discuss projects with stakeholders.

Give direction to seasonal staff as assigned.

General administration

Respond to questions; receive, investigate, and resolve concerns from the public related to city operations, construction, or other services in a professional, courteous and helpful manner.

Prepare communication including letters, reports and website updates.

Provide technical assistance regarding standards, practices, benchmarks, as-builts, etc.

Remain current on all specifications, regulations, construction practices and generally accepted engineering standards, legislation, and policies.

Research new methods of public infrastructure rehabilitation or construction.

Perform other duties and assume other responsibilities as apparent or assigned.

Minimum Qualifications

Two-year technical degree, or higher, in engineering technology or related field, may substitute equivalent years of experience.

Five years experience in municipal engineering or a construction related field.

Valid driver’s license or ability to obtain one upon hire.

Available for extended workdays, call back and shift schedule changes during construction season and contact or other assistance in emergency utility situations.

Computer proficiency including experience with computer drafting, word processing, and spreadsheet applications.

MnDOT Construction Technician Certification in grading and base, bituminous, concrete, construction site manager, ADA construction certification or ability to obtain within one year of hire.

Knowledge and understanding of applicable OSHA work safety standards.

Ability to physically perform essential functions and requirements of the position including the ability to move freely around construction sites, walking on uneven terrain and carrying job related equipment.

Desired Qualifications

Demonstrated cultural competence and comfort with supporting the city’s strategic objectives for advancing racial equity.

Seven years experience in municipal engineering or a construction related field.

Experience with:

AutoCAD Civil 3D.

GIS software and/ or Cartegraph.

RT Vision (One Office) project documentation software.

Ability to use electronic total station survey instruments.
