Training Management Lead with Security Clearance

Position Summary

Horizon Global Partners LLC is seeking a Training Management Lead to oversee the design, development, and delivery of C4I and Air Operations Center (AOC) training programs as part of a strategic military air operations initiative in Morocco. This role is suited for a senior subject matter expert with over 10 years of experience in C4I systems, military air operations training, and program management. The ideal candidate will lead the training effort from concept to execution, manage cross-functional training teams, and serve as the key client-facing point of contact. Key Duties and Responsibilities

• Build and lead the C4I Training Team, fostering high performance and cohesion through purpose, direction, and motivation.

• Manage the training program lifecycle including requirement definition, planning, implementation, and evaluation.

• Define and oversee academic schedules, training scopes, budgets, resource allocations, and risk mitigation plans.

• Coordinate internal teams and external partners to ensure alignment with project objectives, timelines, and budgets.

• Continuously assess project status, adjusting schedules, scopes, and resources as needed to meet deliverables.

• Maintain strong working relationships with client stakeholders, providing day-to-day updates and managing expectations.

• Establish standardized training development and delivery processes, including performance standards and quality metrics.

• Identify and manage third-party vendors or subcontractors to support training execution.

• Supervise training personnel to ensure efficient tasking and maximum delivery of objectives.

• Report program status, risks, and outcomes to program leadership and escalate critical issues as required. Required Qualifications

• 10+ years of experience in C4I, AOC, or military air operations training and project management.

• Proven experience managing C4I courseware development and training delivery.

• Knowledge of C4I simulation software and hands-on training technologies.

• Strong organizational, leadership, and communication skills.

• Proven track record of managing training projects in complex, high-stakes environments.

• Proficient in client communication and stakeholder engagement. Preferred Qualifications

• Academic Instructor certification or equivalent military instructional experience.

• PMP or similar project management certification.

• Experience in designing and developing C4I or air operations training courseware.

• Ability to coach and develop team members to build training capacity and capability. Working Conditions

• Travel required to Morocco.

• Collaborative and fast-paced military program environment.

• Extended hours may be required to meet project timelines.
