The Export Control Analyst (ECA) supports the Export Control (EC) Program in ensuring that Ohio State University remains compliant with applicable export control regulations, with a special emphasis on research security and research compliance, while promoting scientific innovation. The Export and Research Compliance Analyst will use a broad understanding of industry practices, laboratory policies, and procedures and provide independent programmatic, operational, and technical support for the Export Compliance Program, with a focus on both export and research compliance. The position is responsible for leading EC electronic records management, managing EC team metrics, maintains EC web documentation, manage the annual TCP audit process, manage workflow for weekly international travel reviews, perform PA-005 and wire transfer reviews, review unmanned aircraft system flight requests and provide primary Visual Compliance support and process DD 2345 request for Ohio State’s Department of Defense program.
The Office of Secure Research (OSR) is a team focused group that seeks to enable cutting edge research by effectively managing Ohio State’s compliance with complex regulations governing the use, storage, and transfer of controlled knowledge and materials. Our team helps researchers and leadership to synergistically navigate the processes of complying with federal regulations and obligations in three main areas: export controls, national security, and foreign influence. As an essential member of the OSR team, the ECA will play a key role in the research security infrastructure at Ohio State. The ECA functions as an integral team member dedicated to supporting OSR.
Overview of Duties and Responsibilities:
Effectively communicate the mission and goals of the Export Control program.
Monitors Export Control mailbox and triages new requests for assigned workflow routing.
Oversees Export Control records management, including Export Control mailbox organization, maintaining Team Project/Initiative Tracker, organizing files on the shared drive, managing ticket system, maintaining the TCP database, keeping TCP and CUI training records and maintaining the Export Control Microsoft Teams channel.
Manage annual TCP audit process. Export Control Analyst oversees 25% of process and coordinating Export Control Officer oversees 75% of process.
Manages workflow for weekly international travel reviews.
Performs PA-005 and wire transfer reviews, escalating as appropriate.
Reviews UAS Flight requests and escalates as appropriate.
Visual Compliance support - perform restricted party screenings for casework and TCPs.
Provides administrative support for Research Security Governance Board.
Manages monthly metric reporting for the Export Control program.
Maintains Export Control web documentation.
Handles confidential and/or sensitive information to ensure accurate, consistent and efficient operations.
Assists OSR with developing and maintaining Standard Operating Procedures (SOP)
Assists with the operation and management of the university’s Department of State, Directorate of Defense Trade Controls (DDTC) account.
Process DD 2345 requests for Ohio State’s Department of Defense program, in coordination with our Facility Security Officer.
Required Qualifications:
Bachelor's Level Degree or equivalent education and experience.
Knowledge or familiarity of relevant federal export control regulations, including those pursuant to National Security Decision Directive (NSDD) 189, the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and Office of Foreign Assets Control regulations (OFAC).
Foundational experience managing and performing both deemed exports and physical exports.
2 years of work experience or background in a legal or compliance setting, and knowledge of Export Controls.
Desired Qualifications:
2-4 years of experience in academia based export control, or research compliance.
Ability to develop strong relationships and work with senior-level administration and faculty, and be receptive to their feedback.
Have excellent verbal, written and visual communication and presentation skills.
Ability to balance working independently and with a team, exercise independent judgment and discretion for effective decision making and problem solving.
The ability and flexibility to work with a wide variety of customers and issues.
Accredited or certified Export Control professional.

Additional Information:
The targeted hiring range pay range is $26.49 to $34.81. The offer for this position will fall within this range based on internal equity, unit's available budget, and the candidate's education and relevant work experience. We are open to considering candidates interested in hybrid arrangements.
