Job Purpose:

We are seeking an experienced Project Manager to join the Project Management Office (PMO) and provide support to various departments across the state of Maine. This resource will be responsible for driving small to mid-sized project initiatives from start-up through to implementation, ensuring timely delivery, quality, and achievement of objectives. You will be working across multiple agencies and teams to ensure that strategic goals are met and projects are completed successfully.

Requirements

Lead small to mid-sized project initiatives, ensuring results are delivered within established timeframes and quality measures.

Prepare and remediate project assets, supporting executing PMs as required.

Direct project resources, ensuring clarity of roles and responsibilities for all team members.

Manage stakeholder communication and ensure alignment on project goals, objectives, and scope.

Work closely with business leaders to translate project ideas into clearly defined objectives and scope.

Negotiate with managers to allocate resources for project teams and ensure objectives are met within timelines.

Develop and implement communication and reporting mechanisms to manage project issues, risks, and deliverables.

Capture business needs and objectives in functional and non-functional requirements and ensure that they are met through project delivery.

Oversee business requirements and ensure they meet expected business solutions, assisting in testing and final implementation.

Manage project quality through reviews, approvals, and corrective actions, with guidance from senior project managers as needed.

Ensure that project documentation is comprehensive and up to date.

Advocate and apply project management best practices across the team.

Leadership:

Establish and maintain cooperative partnerships on current projects and deliverables.

Act as a catalyst for change, promoting the benefits of change within the organization.

Organize and guide the project team, prioritizing tasks to meet deliverables and commitments.

Ensure efficient utilization of project team time and experience, recommending alternatives to minimize schedule delays.

Share project experience and mentor other team members to help develop project management skills.

Required Skills & Qualifications:

Education & Experience:

A Bachelor’s degree or equivalent experience with 5+ years of project management experience.

In-depth knowledge and understanding of PM methodologies and broad knowledge of SDLC methodologies.

Skills & Expertise:

Strong understanding of government organizations (preferred).

Experience working effectively in both business and technical environments.

Proficiency with technical project management tools.

Ability to set stretch goals and drive initiative.

Strong negotiation skills with business and IT partners on requirements and timelines.

Ability to rally support and work effectively in challenging situations.

Strong analytical and problem-solving skills with the ability to balance detail and problem resolution.

Skilled in communication and the ability to apply different communication methods based on audience.

Advanced proficiency with PC tools (Excel, PowerPoint, Word, etc.).

Preferred Skills:

Experience in vendor management.
