Description/Duties and Responsibilities

Under the direction of the Assistant City Engineer, this position is responsible for inspecting grading activities to ensure work is being completed in accordance with the approved grading plans. This position will ensure compliance with local and state regulations and conduct site visits to evaluate if unpermitted grading activities require a permit.

Duties and Responsibilities:

• Conducts inspections of grading operations for residential, commercial, and public projects

• Verifies earthwork, drainage systems, slopes, retaining walls, and erosion control measures are constructed according to approved plans and specifications

• Checks for proper compaction, soil stability, and adherence to geotechnical recommendations, identifies discrepancies, and issues correction notices

• Advises and assists developers, contractors, City staff, and the public with questions pertaining to City development plans; ensures compliance with construction codes, City ordinances, and standards; investigates and responds to questions and concerns regarding development plans and projects

• Partners with Community Preservation to handle unpermitted grading infractions in the City; performs field inspections to ensure compliance with plans and specifications; works closely with homeowners and contractors to legalize unpermitted grading;

• Develops and monitors schedules, methods, and procedures for performing assigned duties; conducts inspections of active grading projects and monitors work activities to ensure safe work practices and ensure compliance with applicable rules, policies, and procedures; maintains appropriate work records and documents

• Evaluates construction sites to ensure Best Management Practices are implemented according to the approved plans and in a manner necessary to protect against erosion control and contaminated stormwater runoff

• Maintains detailed inspection records, prepares reports and provides project status updates

• Resolves resident requests, inquiries, and complaints in assigned area and provides support to City Permit Center

• Establishes positive working relationships with contractors, engineers, property owners, representatives of community organizations, state and local agencies and associations, City leadership and staff, grading contractors, and the public

• Other duties as assigned

Education and Experience

• Bachelor's Degree in Civil Engineering, Construction Management, or a related field

• Three years of construction site inspection or related experience, including one year of supervisory or lead experience is highly desirable

• Experience reviewing development plans to ensure compliance with construction codes and/or City ordinances and standards is desirable

• Possession of, or the ability to obtain, a valid Class C California driver license and a safe driving record

• Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered

Knowledge and Abilities

• Knowledge of the principles and practices of civil engineering and land surveying as they relate to development improvement projects and the ability to advise and assist developers, contractors, City staff, and the public on construction codes and City ordinances and standards

• Knowledge of field inspection processes and procedures and the ability to perform inspections to ensure compliance with plans and specifications and identify unpermitted grading activity

• Strong customer service skills and the ability to assist customers on the phone and at the public counter and investigate and respond to difficult questions and concerns

• Strong communication skills and the ability to clearly communicate technical information regarding development plan regulations to developers, contractors, and the public

• Strong time management skills and the ability to manage fluctuating workloads and meet critical deadlines

• Strong work ethic and the ability to work both independently and as part of a team

• Possess and act with the highest level of integrity and ethics at all times

• Strong problem-solving skills and the ability to analyze information and identify effective solutions

• Strong interpersonal skills and the ability to establish and maintain effective working relationships with developers, contractors, City staff, and the public

• Strong conflict management skills and the ability to address and resolve difficult construction relation issues and work with contractors to ensure compliance with local and state laws

• Understanding of construction blueprints and plans and the ability to read, understand, and interpret construction plans, drawings, and specifications

• Knowledge of The Occupational Safety and Health Administration (OSHA) safety regulations associated with grading construction and the ability to ensure employees are following these practices

• Knowledge of applicable federal, state, and local policies, codes, and regulations relating to grading construction

• Knowledge and understanding of City, department, and division goals and objectives and the ability to develop, recommend, and implement programs and processes to further these goals

• Ability to lift, carry, and push tools, equipment, and supplies weighing 25 pounds or more is also required

Compensation includes enrollment in California Public Employees' Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
