Who We Are:

The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported higher education institutions; manages Ohio's school facility programs, which support the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153.

The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, consolidating guidance and oversight for its various programs into one entity.

In 2021, the Commission celebrated 100 years of public construction in the Buckeye State.

What We Do:

The Ohio Facilities Construction Commission oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs, which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

What You'll Do:

Executes, administers, reviews, and develops statewide building assessments, programs, and master plans for OFCC

Guides owners on policies, procedures, eligibility, and options for participation in Commission programs

Actively engages owners in the planning process

Acts as the point of contact for OFCC on all assigned projects

Oversees production and quality control of all documents required for the execution of the agreements between the OFCC on assigned projects

Consults with appropriate parties to develop and recommend alternatives to achieve a resolution, as issues arise, in an efficient and effective manner

Enforces established policies and procedures required to resolve issues

Recommends policy or procedure changes, when feasible, to increase the efficiency of project delivery

Manages outside consultants who support Commission programs for facility condition assessment and planning, and program delivery oversight

Coordinates and administers planning services and early architectural programming activities for building design

Conducts on-site review/confirmation of renovation scope and develops budgets for building renovations and new construction

Applies judgment on all planning-related matters

Conducts meetings with owners to review assessments, master plans, and progress of projects between the architect, OFCC consultants, and the project owner

Provides oversight in developing and reviewing assessment and master plans and verifies consistency with the facility guidelines and Commission policy and practices

Manages projects through the design process, including scheduling, budgeting, conceptual program development, and/or review of the same

Administers programs as directed, including consultant management

Participates in the Ohio School Design Manual annual update

Researches information and prepares correspondence in response to inquiries and requests for information regarding current or completed projects

Develops and/or reviews and executes statewide programs and policies for OFCC

Represents OFCC at public meetings

Researches best practices and develops master planning and capital planning processes and protocols for agencies and institutions of higher education

Performs other related duties as assigned

Maternity Benefits Available to Enrolled State Employees

The State of Ohio is expanding maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. Several prenatal, childbirth, and post-childbirth services will be provided at no out-of-pocket cost to employees utilizing network providers.

Examples of services now covered by network providers at 100% include:

Prenatal care, including physician visits and examinations.

Home health care services are designated as maternity care (for expectant members on bed rest).

Inpatient claims for all types of delivery.

Inpatient NICU claims, from birth through discharge.

Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity.

Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits.

Prescription drugs that are directly related to maternity care will be covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copays via prior authorization from providers.

Ohio Public Employees Retirement System

Required

3+ years of experience in municipal, regional, city, or urban planning, or any equivalent combination of education and experience

Preferred

Experience working in the public sector / on public construction/planning projects
