Job Description:
We Are Seeking a highly experienced Business Analyst to provide ongoing maintenance and support for a suite of public health-related applications. This role is critical in supporting automated business processes, ensuring data integrity, maintaining compliance standards, and enhancing the functionality and security of key systems. Acting as a lead within the team, this individual will oversee enhancements, integration efforts, and provide direction to other business analysts. The ideal candidate is skilled in full lifecycle software development, business requirements gathering, and cross-functional collaboration to deliver high-impact solutions.
Responsibilities:
Analyze business requirements, conduct gap analyses, and develop detailed functional specifications
Write high-level functional and technical documentation for new and existing systems
Develop user stories and detailed task breakdowns for agile development teams
Design mockups and prototypes to facilitate stakeholder review and feedback
Create and maintain flowcharts, screen layouts, and documentation to support logical system design
Collaborate on the creation of test plans, test cases, and test reports for application functionality
Execute functional and user acceptance testing, including defect tracking and resolution
Support change management efforts including Requests for Change (RFC), IT readiness checklists, and firewall documentation
Maintain system documentation throughout the software development lifecycle, especially following upgrades or changes
Participate in the preparation of Requests for Information (RFI) and Requests for Proposal (RFP)
Monitor and support applications during production and peak use periods
Assist in differentiating between system defects and new functionality requests
Collaborate with enterprise architecture teams to align solutions with standard technologies
Guide and support business analysts across projects in the public health domain
Deliver high-quality services based on core business analysis practices
Required Skills:
8+ years of business analysis experience for complex systems
8+ years of experience writing functional requirements and technical specifications
8+ years developing and executing test plans and cases
8+ years maintaining and updating systems and training documentation
5+ years of experience working in Agile development environments, including test-driven development
Experience using Azure DevOps or similar platforms for requirements and test tracking
Proven experience with HIPAA data and understanding of related compliance standards
Strong communication and documentation skills for technical and non-technical audiences
Ability to lead cross-functional teams and coordinate with stakeholders across disciplines
Proficiency in creating training plans and user support materials
