Loch Harbour Group, Inc. is seeking a highly experienced Program Manager to serve as Key Personnel supporting a high-visibility Federal Government program. This on-site role requires demonstrated leadership in scientific program management, deep familiarity with the Naval Research Enterprise (NRE), and the ability to guide multidisciplinary teams in support of cutting-edge research and innovation initiatives.Requirements:
Duties will include:
Lead, manage, and oversee S&T initiatives and research projects in coordination with Navy stakeholders.
Serve as a key liaison between government leadership and technical teams.
Provide strategic oversight of program execution, deliverables, and reporting.
Support the development of new S&T capabilities aligned with mission priorities.
Mentor junior staff and foster a collaborative, high-performing team culture.
Minimum Requirements:
Clearance: Active TS-SCI clearance or ability to obtain prior to award.
Education & Experience:
PhD or ScD from an accredited institution in a relevant field with at least 10 years of related experience;
OR a Master’s Degree with at least 20 years of relevant experience in Life Sciences (e.g., biology, physiology, neuroscience), Social Sciences (e.g., psychology), or related Human-Systems Integration domains.
Domain Expertise: Proven understanding of the organizational structure and functional roles within the Naval Research Enterprise (NRE), including ONR program officers and S&T technology development processes.
Leadership: Demonstrated experience leading teams of scientists and engineers on Government contracts, with examples of process improvements, staff development, and interagency collaboration.
Communication Skills: Strong written and verbal communication, including the ability to analyze and synthesize complex technical information for senior-level stakeholders.
Executive Support: Recent experience supporting Government Senior Executives in programmatic or advisory roles.
Desired Qualifications:
Certifications:
DAWIA or FAC-P/PM certification.
PMP or other commercial project management certifications.
Experience:
At least 10 years of experience developing and supporting Navy S&T programs.
Prior DoD or DON experience strongly preferred.
