The Department of Corrections is seeking a highly motivated and qualified individual for the position of a non-permanent Management Analyst 4 at Headquarters in Tumwater, Washington.
The Washington State Department of Corrections (DOC) is committed to enhancing public safety by delivering a broad spectrum of healthcare services to over 12,000 incarcerated individuals across 11 facilities. These services include comprehensive screening, infection prevention and control, management of chronic and acute medical conditions, pharmacy services, emergency care, specialty care, mental health services, and dental care. The Health Services Division ensures consistent access to basic healthcare, adherence to regulatory standards, compliance with state and federal laws, and DOC-specific policies and protocols, all within a secure and regulated environment as mandated by the United States Constitution.
This position is part of the Health Services Office of Administration and reports to the Health Deputy Assistant Secretary. The role is essential for conducting monthly, annual, and ad-hoc audits/inspections to rigorously assess compliance, ensuring the consistent delivery of high-quality healthcare services.
The Management Analyst 4 will act as a lead analyst, providing department-wide development, implementation, design, and sustainability of health services Gender Affirming Care reporting to meet evidentiary requirements to satisfy court approved settlement agreement for gender affirming care.

Duties
Under the direction of the Health Services Quality Assurance Program Manager Data Collection: Gender Affirming Health Care and Other Related Services
Serve as the Lead Health Services Data Analyst specializing in Gender Affirming Health Care Reporting. This includes; Gender reassignment surgery, electrolysis, hormone replacement therapy and all other medical clearances/ or services related to Gender Affirming Health Care.
Requires review of administrative and clinical utilization data
Assist with design, develop, and implement data reports addressing complex issues related to healthcare business practices, policies, and data management as related to Gender Affirming Health Care and other related services.
Independently create comprehensive analyses and oversee the implementation of data-driven solutions tailored to Gender Affirming Health Care and other related services.
Develop and maintain standard processes for health services reporting needs, focusing on Gender Affirming Health Care Settlement assurance compliance, and provide report outs to stakeholders.
Contribute to problem-solving and process improvement initiatives, ensuring alignment with Gender Affirming Health Care and other related services goals and agency leadership priorities
Tasks include:
Gather requirements and variables needed for reports, including identifying data sources and defining counting rules pertinent to all Gender Affirming Care and other related areas needed for oversight.
Utilize SQL, SQL Server Reporting Services, the Health Service SQL database, and Power BI to design, develop, and implement management and operational reports addressing complex issues related to business practices and policies under DOC’s Health Plan and Settlement agreement pertaining to Gender Affirming Health Care.
Formulate strategies to generalize and integrate complex data for analyzing trends, identifying data issues, and evaluating outcomes specific DOC patients who are engaged in Gender Affirming Health Care and other related health care
Provide detailed analysis, planning, solutions, and advice for internal and external customers concerning DOC patients who are engaged in Gender Affirming Health Care.
Identify and implement data processing improvements, including efficient coding, documentation, data integrity, and process streamlining, with a focus on the Gender Affirming Health Care and other related services
Participate in and/or lead problem-solving and process improvement work groups focusing on health services reporting for Gender Affirming Health Care.
Provide data for data-sharing agreements with the Health Care Authority (HCA) and other external stakeholders as needed for work related to Gender Affirming Health Care.
Proactively respond to mandatory Health Services-related ad hoc and recurring requests from both internal and external stakeholders, ensuring all submissions are accurate, timely, and compliant with Gender Affirming Health Care guidelines.
Independently develop, prepare analyses, and recommend data and business rules tailored specifically for Gender Affirming data needs, summaries, and reports. This includes high-profile requests from legislative staff, the Governor's Office, Communications Office, Washington Department of Health, Health Care Authority, and other critical customers.
Identify and gather requirements related to Gender Affirming Health Care.
Maintain code and update as aligned with services related to Gender Affirming Health Care and as required to ensure alignment with policy and practice
Develop and maintain certified data sets for work related to Gender Affirming Health Care.
Determine/ identify appropriate data sources/variables per assignment and gather requirements
Select the most suitable platform for presenting data (e.g., Excel, SQL Server Reporting Services, Power BI) in line with standards.
Identify and gather requirements specific to Gender Affirming Health Care and other related services.
Identify and implement data processing improvements, including but not limited to:
Efficient coding, ensuring appropriate documentation, and streamlining processes
Establish, implement, and adhere to branding, formatting, and data presentation and verification guidelines.
Determine appropriate product and dissemination methods based on customer needs
Conduct ongoing assessments of data quality and provide methods to improve data integrity.
Formulate, update and maintain code while creating a systematic approach that fulfills requirements
Monitor work progress and maintain meticulous records
Document the processes and code accurately to maintain clarity and compliance.
Under the direction of the Health Services Quality Assurance Program Manager Helps lead data efforts around advancements in Quality Assurance and Improvement for gender affirming correlated to services
Work with Quality Quality Assurance Manager and other Quality Project Manager team members (DOC Research, CQIP Teams Etc.) and other varied teams to analyze trends, identify issues, and present findings related Gender Affirming Health Care, making data recommendations to executive staff and external partners in regard to Quality Assurance Matters.
Tasks include:
Coordinate and communicate with the Health Information Exchange and other teams to identify data needs, propose reporting solutions, and recommend process improvements specific DOC patients who are engaged in Gender Affirming Health Care and other related services as it relates to quality improvement and assurance.
Gather Quality Assurance And requirements and variables needed for reports, including identifying data sources and defining counting rules pertinent to all Gender Affirming Care and other related areas needed for oversight as it relates to quality improvement and assurance.
May include such things as participation in interagency and cross state agency work groups, special projects, and back-up support of other positions. Assist with data collection related to Patient Centered Medical Home engagements focused on the improvement of Gender Affirming Health Care and related services
Lead analysis and reporting efforts for all services related to Gender Affirming Health Care while working with key stakeholders as it relates to Gender Affirming Health Care and other related services.
Collaborate with managers, clinical staff, and various internal and external stakeholders to evaluate factors influencing data integrity for data relating to Gender Affirming Health Care and other related services.
Develop and maintain standard processes for health services reporting needs, focusing on Gender Affirming Health Care Settlement assurance compliance, and provide report outs to stakeholders.
Work with the Health Service Gender Affirming Health Care Team
Tasks include:
Coordinate and communicate with the Patient Centered Medical Home and other teams to identify data needs, propose reporting solutions, and recommend process improvements specific DOC patients who are engaged in Gender Affirming Health Care and other related services.
Collaborate with external consultants (e.g., federal and state agencies, higher education partners) and internal staff to determine data collection needs, ensuring efficient resource deployment and achievement DOC Gender Affirming Health Care Goals. (this includes other services relating to GA health care)
Respond to ad-hoc requests from internal and external stakeholders, specifically related to the Gender Affirming Care Services and other related areas that could be affected by Gender Affirming Care Services or other related services.
May include such things as participation in interagency and cross state agency work groups, special projects, and back-up support of other positions. Qualifications
Required qualifications:
At least five (5) years of experience in managing complex datasets and responding to research and/or policy-related inquiries.
And
Five (5) or more years of experience with structured query language (SQL or equivalent) and/or SAS (or equivalent software), to include the use of complex joins, using multiple data sources, and developing stored procedures, tables and views; Three or more years of experience with SQL Server Reporting Services (SSRS) and SQL Server Analysis Services (SSAS); Two or more years of experience with Power BI and/or Tableau. Excellent oral and written communication skills and the ability to summarize complex information in a clear and concise manner to different audiences.
Preferred/Desired Qualifications:
Experience using SQL Server Integration Services (SSIS)/ Extract Transform Load (ETL) to support maintenance of multiple databases.
SQL Server database design, programming and maintenance experience (2 or more years of professional experience)
Team Foundation Server and Visual Studio experience
