POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION
The Technical Services Coordinator/North Metro Task Force position is highly skilled, and provides coordination and oversight of equipment and systems used in surveillance operations of the North Metro Task Force. Work involves responsibility for equipment and technical support of the Task Force computer and phone networks software systems, and undercover electronic surveillance equipment. This position will work closely with all agencies in the North Metro Task Force. This is a safety sensitive position.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

This position supports the goals of the Police Department, which is “Enforcement and education of laws and the apprehension of those who seek to disrupt the quality of life within our community.” The Department is responsible for enforcement of State Laws and Westminster Municipal Ordinances pertaining to criminal and traffic issues and to uphold the Constitution of the United States, the State of Colorado, and the Charter of the City of Westminster. JOB SPECIFIC FUNCTIONS
Essential Job Functions, Duties, Responsibilities, and Tasks
Manages North Metro Task Force equipment and is responsible for all repair, maintenance, and inventory of electronic surveillance equipment
Planning, installing, and executing electronic surveillance in investigations and enforcement operations
Serves as technical authority for the Task Force and trains undercover officers on the use and care of equipment
Preserving electronic evidence with the ability to testify in court on the use of equipment during operations while maintaining written reports and detailed inventory logs
Attends meetings in relation to the use of undercover technology, thereby staying abreast of evaluating new technology and seeking grant funding as appropriate
Must be able to safely and proficiently use required vehicles and equipmentOther Duties and Responsibilities
Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City’s or Task Force Commander’s discretion.
POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS
Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required:
Must be 21 years of age
Possess a Certified Technical Investigator (CTI) certification through the Nation Technical Investigators’ Association (NATIA) or approved alternate credential
No Felony Convictions
Valid Driver’s license and maintain a safe driving record
Ability to use general office equipment and varied computer software applications/programs
Ability to communicate clearly and concisely, both orally and in writing
Ability to establish and maintain effective working relationships with all internal and external agency customers and personnel
Ability to work with limited supervision and exercise independent judgment
Ability to handle multiple tasks simultaneously
Knowledge and experience in the use of a variety of types and models of electronic surveillance/ investigative equipment and systemsPreferred:
Background in law enforcement operations
Undercover surveillance operations
Experience in the use of radio frequencies, and associated equipment
Experience with Global Positioning Systems (GPS)
Experience in the use of network cameras, microwave audio and video systems
Experience with Title III wire intercept law, procedure, and associated systems
Experience with license plate readers (LPR) and related equipment and technologies
Experience with the design, operation, and troubleshooting of fiber optic, LAN, wireless, and wireless point to point and multipoint networks
Experience with LAN firewalls, routing, and switching
Experience in VoIP systems and hardware
Experience with mass data storage arrays, RAID, and data preservation

Physical Requirements
Work is sedentary in nature, and requires sufficient physical stamina and strength for:
Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
Frequent lifting, carrying, pushing, and pulling of up to ten (10) pounds to move material and supplies; occasional pushing and pulling of up to twenty-five (25) pounds with dollies and carts
WORKING CONDITIONS
Work is performed indoors and outdoors. Work varies between sedentary office work with exposure to extreme temperatures and all-weather conditions. Work is performed year-round with occasional exposure to wet/humid conditions, loud noise, heavy traffic, and all types of hazardous situations, including threatening people, communicable diseases, hazardous materials, chemicals, etc. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
Required Materials and Equipment
Intel-based servers and personal computers, networking test equipment, modems, mobile data terminals, base station, mobile and portable radio systems, various software packages, reference materials for hardware and software support and various office machines. Reference material including City ordinances; state, local, and federal law; City policies and regulations; and Police Department policies and regulations, Task Force policies, procedures, and regulations.
PRE-EMPLOYMENT REQUIREMENTS
Background checks will include employment references and criminal history, and when applicable, credit check, driver license record, and education verification
Psychological examination, background investigation, polygraph, or CVSA
Must be able to pass the FBI Criminal Justice Information Services (CJIS) background check due to access to sensitive areas
