This position will be responsible for assisting the federal government in determining the most efficient and cost-effective ways to operate across their portfolio. The specialist shall have experience developing and managing policies supporting efficiencies and cost effectiveness for real property asset management and federal installations at a headquarters level. The candidate shall have strong communication skills, a demonstrated ability to deliver “innovative solutions” and possess the skill of “creative problem solving”.

Responsibilities
You will support the federal client in real property policy, real property asset management, and real property portfolio management. May have occasional travel. Duties include:
Provide subject matter expertise in real property processes, systems, and data
Provide recommendations on improving user-friendliness of real property systems
Identify opportunities for workflow automation
Provide recommendations on data aggregation, metrics development, and collection mechanisms
Develop and interpret real property data reports
Coordinate with end users on real property needs and requirements
Define and test real property system requirements
Recommend updates to real property policy
Provide real property portfolio management guidance and expertise
Assist with real property asset inventory collection and assessment
Publish real property data plans and reports
Participate in working groups and tiger teams
Collaborate across stakeholders
Qualifications
Required:
Experienced establishing real property policy within federal agencies.
Familiarity with current DoD Real Property policies, processes, and IT systems
Seven or more years’ experience in the respective area of expertise
Bachelor’s Degree
Microsoft Office tools (e.g., Word, Excel, and PowerPoint)
Clearance: Active Secret
Candidate must be located in National Capital Region in commutable range to Pentagon and Marks Center. Partial telework allowed.
Desired:
Bachelor’s Degree in: Operations Research, Engineering, Mathematics, Economics or Management Science, or 7 or more years’ commensurate professional experience in DoD Real Property Management and/or Energy,
Installations, and Environment disciplines (Real Property Asset Accountability, Facility Management, Facility Operations, Engineering, Installations Energy, Environment), or Systems Engineering
Experience developing DoD information models, data standards and business rules, and providing analysis to DoD customers.
Experience developing DoD policy and guidance.
Knowledge of DoD organizations and structures.
Knowledge and understanding of, and practical experience in, the application of quality management techniques.
Extensive understanding of Agile Methodologies’ specifically Agile Scrum, and expertise managing software operations and maintenance utilizing these methods and practices.
Expertise with automated test tools and their most effective use
10+ years’ experience with budget formulation, execution, and evaluation with 4+ years of the 10 years in a
OSD/Service staff/Joint Staff experience
Degree: Masters in Technical Subject Area, or management degree
Operational military background
