Reporting to the CEO and as a senior member of the company’s top leadership team, the COO is expected to help shape and lead the implementation of the company’s strategy and business plans, driving operations across each business unit, delivering results and growing customer satisfaction levels while driving achievement of operational, quality and financial parameters. Overseeing over 800 team members in this role entails partnering with Talent Management and other leaders to raise the company’s focus and ability to attract, retain, and deploy people resources.

Responsibilities

Key responsibilities include:

Own REI’s delivery organization(s) to deliver a full range of services and technology solutions at market competitive cost structure with the desired capacity to meet contractual commitments.

Own fulfillment of all contractual delivery commitments as laid out in contracts and government/industry regulations.

Coordinate with the Contract team to ensure compliance and maintenance of good standing in all relevant departments and industry bodies.

Establish staffing and capacity requirements and partner with CPO to create staffing strategies, including all subcontracting and other talent acquisition solutions.

Manage inputs required by Finance to allow timely and accurate customer-related billing and financial management activities, ensuring achievement of margin and cash flow targets.

Participate in key proposal reviews to confirm delivery commitments and pricing decisions, applying knowledge of customer/industry trends and customer’s circumstances and relationships.

Assure achievement of delivery excellence targets and management of specific and systemic delivery risks.

Drive innovation and continuous improvement initiatives to achieve market-leading efficiency and productivity standards.

Accountability:

Achievement of revenue, margin, customer satisfaction, and all aspects of Delivery Excellence/Risk management goals.

Achievement of target Book-to-Bill Ratio for the business.

Continuous improvement in reliability of process, content, and delivery of commitments across all segments, lowering costs, increasing productivity, and contributing to target profitability rates.

Customer feedback and NPS scores.

Experience:

At least 20 years of progressive experience in leading complex business operations in a technology services company, ideally in the Public Sector market. Demonstrated experience in successfully building and leading growth organizations with an acute focus on agility and focus on delivering business results within the established values and culture of the organization. His/her experience should include:

Building and expanding a delivery organization noted to be a leader in delivery excellence and customer satisfaction.

Implementing systemic changes in processes and technology to enable consistent delivery of innovative solutions.

Building external and internal relationships to foster cooperation and teamwork.

Implementing initiatives to drive a culture of urgency, “can do,” and agility.

Qualifications

Qualifications:

Formal education in business and operations management and/or technology and engineering fields

Key Skills:

Strong collaboration and communications skills at all levels to influence accountability for planned actions and timely decision-making.

Through understanding of government contracting framework and current and emerging delivery models for technology products and services.

Strong business acumen and understanding of the factors making up business success.

Ability to lead large teams with strong communication and empathetic people skills.
