The Arc Rockland

Director of Finance

Salary Range: $130,000-$150,000

POSITION SUMMARY:

This is a confidential management position having significant responsibilities for formulating and administering plans and policies for the fiscal control of all agency operations; specific oversight and supervision will be of General Accounting, Budget, Accounts Receivable, Accounts Payable and Purchasing departments, Information Technology and Payroll. This professional financial management position deals with work of a complex and confidential nature including responsibility for the supervision of the Agency’s Intercompany accounting, budgeting, and financial reporting functions.

POSITION QUALIFICATIONS:

Minimum Education: Bachelor’s Degree in Accounting or Finance; MBA preferred

Minimum Experience: Five to Seven years of financial management

Knowledge/Skills/Abilities (KSAs):

Strong working knowledge of Microsoft Word, Excel, Great Plains General Ledger, FRX,ADP Payroll Software and other software systems. Able to identify system enhancements to increase efficiency of operations.

Strong accounting and analytical skills to define proper agency expense allocations, revenue recognition to be in compliance with GAAP, OPWDD Regulations, SED and NYS Consolidated Fiscal reporting.

Proficient in corporate 990 tax preparation, accounting reporting and regulations.

Ability to work independently and handle multiple tasks simultaneously.

Excellent oral and written communication skills and ability to interact effectively with all levels of management, the Board of Directors and outside regulatory agencies and auditors, contractors, and vendors.

Outstanding organizational and analytical skill.

Strong knowledge of program forecast and budget administration, preparation and oversight.

Strong managerial skills with ability to lead and direct staff and project management.

New York State, OPWDD and other regulatory agencies laws and regulations

Required Certification/Registration: Certified Public Accountant preferred.

ESSENTIAL FUNCTIONS:

Maintains financial records, oversees preparation and recording of all accounting entries, and prepares monthly financial statements for Agency and affiliates.

Management and oversight of the Agency and Affiliates cash flows.

Responsible for and/or oversight of the completion of the annual audit workpapers, audit inquiries relating to the Agency and Affiliate Companies.

Responsible for Forms 990 for the Agency and Affiliate Companies.

Oversees fixed and variable cost allocations to record expense to proper departments.

Oversees and works closely with outside public accounting firm as it relates to Agency’s financial audit.

Responsible for preparation or oversight of annual budgets, Agency, and Affiliate

Provides input to Directors of Programs regarding their financial performance; provides information for in-service training of same.

Works as an integral part of management, assists in establishing, coordinating, and administering an adequate plan for control of operation.

Supervises preparation of monthly, quarterly, and annual reconciliation of Agency and Affiliates financial reports in a format consistent with internal and external audit guidelines.

Provides oversight and assistance with preparation of reports to all government agencies, including the Consolidated Fiscal Report and other cost reports.

Develops implements and monitors any required policies and procedures that result from new laws or regulations. Oversight responsibility for the preparation and recording of all accounting entries for the agency’s affiliates.

Prepares grant applications, certificate of need applications and related material.

Maintains department management Procedure Manual and recommends changes to supervisor.

Reviews month-end reconciliation of income and expense allocations.

Provides supervision to staff, including direct participation and input into decisions regarding sourcing, hiring, orientation, training, scheduling, performance evaluation, discipline, and discharge of assigned staff.

Performs other relevant duties as directed by Chief Financial Officer and Chief Executive Officer.

Recommends and implements techniques to improve productivity, increase efficiencies, cut costs, and maintain state of the art technology.

Keeps up to date on information and technology affecting functional area(s) to increase innovation an ensure compliance.
