The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

SPA has an immediate need for a Broad Agency Announcement (BAA) Coordinator to provide onsite support in Arlington, VA.

Responsibilities

The BAA Coordinator will support the Defense Advanced Research Projects Agency's (DARPA) Information Innovation Office (I2O). The BAA is a technique utilized by DARPA to contract for basic and applied research and certain development efforts. The BAA Coordinator will work closely with I2O Program Managers to ensure that BAAs are completed in a timely manner for specific, classified and unclassified government programs. The individual will primarily oversee the entire Source Selection process from coordinating the industry days and drafting and routing of the BAA to inspecting and determining the sufficiency of reviewer and SME evaluation sheets. This will also include working with various stakeholders to ensure that technical concepts and objectives are translated in an effective and efficient manner. The BAA Coordinator uses internal tools and databases for proposal review tracking and Broad Agency Announcement generation. Technical writing duties of the job include review of BAAs, proposal technical assessments, research approach, and cost realism. Successful candidates will apply on-the-fly problem solving and critical thinking skills to address challenges or unanticipated circumstances that come with research solicitations and the acquisition process.

Qualifications

Required:

Bachelor’s degree in a related field with a minimum of 3 years of relevant experience

Active DoD Secret Clearance

Technical writing experience with familiarity with the Source Selection process including: coordinating industry days, drafting and routing BAAs, inspecting and determining the sufficiency of reviewer and SME evaluation sheets, etc.

Excellent interpersonal and communication (written and verbal) skills with the ability to develop effective working relationships with staff, peers, and the government client in a team environment

Strong client support skills with proven ability to monitor and uphold high quality of customer service, coordinating with a variety of stakeholders (government and program support teams)

Exceptional time-management and organizational skills with the ability to manage multiple/concurrent projects under tight deadlines

Desired:

Active DoD Top Secret Clearance with SCI eligibility

Experience or familiarity with compartmented DARPA programs

Experience writing BAAs or related documents, ideally in support of DARPA
