Global Solutions Network (GSN), a federal government contracting firm, presents this full time, long-term position supporting GSN's customer at the National Institute of Neurological Disorders and Stroke (NINDS), part of the National Institutes of Health (NIH).

Tasks.

Perform study design, management, decision making, workgroup material reviews and presentations.

Coordinate and document projects from beginning to completion; monitor and report the status of completion, funding and results attained; provide progress reports.

Provide research management and analytic support for a range of major projects, including development of research protocols, coordination of large scientific initiatives, designing and developing survey data collection instruments, developing computerized systems for data collection, reviewing and editing analytic databases.

Sign a Non-Disclosure agreement and will work under agreements that specifies the expectation that the contractor will not become inventors as part of this task order. All intellectual properties will be the property of Investigators, Institutions, Organizations or the NIH as appropriate

Provide expert leadership, advice and authoritative guidance to the Division of Translational Research (DTR) staff to assist NIH staff in managing screening and profiling projects for the Preclinical Screening Platform for Pain

Maintain portfolio of drug discovery projects with trans-NIH scope including responsibility for aspects of administration, i.e., organizing and managing Apply drug discovery expertise, secures and implements scientific advice from Program Director and program team

Provide expert advice to Program Director and the Director of the Division of Translational Research on program modifications to meet the needs of NINDS

Assist NIH staff in defining and communicating the Division of Translational Research's strategic goals and initiatives both internally and externally to the NIH

Works with the NIH Staff including the Director of the Division of Translational Research to identify and foster relationships with private and public concerns in order to facilitate transition and commercialization of DTRs translational projects

Develops project plans and associated communications documents Manages the day-to-day activities of assigned Programs and Projects; manages project progression from beginning to end; and estimates the resources needed to achieve Program and Project goals Manages the key relationships with extramural PIs, Program staff, relevant Institutes/Centers (ICs) within NIH, and researchers in academia and industry

Prepares and reviews data packages to support and defend recommendations to DTR, NINDS and NIH in forums such as NIH HEAL related meetings, NINDS Extramural Science Committee and NINDS Council meetings Makes presentations to senior level Institute and NIH Administrators, advocacy groups and non-governmental groups interested in the Division of Translational Research scientific process

Attends scientific and professional meetings and seminars to stay abreast of basic and translational research advances and to aid in providing information about the Division of Translational Research mechanisms

Builds, develops, and grows relationships vital to the success of the Program or Project to establish worldwide collaborative relationships among government, academia, and industry that are focused on the search for therapeutic interventions and treatments for pain disorders

The Project Manager will be responsible for providing directly or arranging for the necessary, pharmacology, neuroscience, chemistry and experimental design expertise to advance the translational and therapy development efforts as part of the NINDS mission

Performs project site visits and works with investigators from a wide variety of institutions, laboratories, and industry who seek assistance in drug development, all conducted in accordance with NIH policy and NINDS goals and objectives

Promote effective partnerships with other NIH programs Provides outreach to publicize the services and mechanisms of the Division of Translational Research to academic and industry investigators and decision makers

Work with prospective investigators to identify compounds with potential as pain therapeutics Ensures that the confidentiality of data submitted and generated within the program is protected

Maintains excellent communication with the contract sites and site scientists to help manage all aspects of contract site activities pertaining to the program

Ensure the quality of testing procedures, as well as accurate and timely reporting of results and evaluation

Work to incorporate, evaluate, and integrate new models to advance the mission of NINDS, as well as to identify redundant or less useful models for discontinuation

Assures that program work is in compliance with all NIH policies regarding the use of animal subjects Maintains an overall scientific, administrative, and financial overview of the assigned program Uses numerous sources of information, including discussions with program staff, review of annual progress reports, correspondence with investigators, and attendance at special site visits and other meetings when appropriate Documents and reports on the status of existing research results, and prepare responses relating to amounts, types, cost, and significance of testing, analyzing, and development activities

Efficiently allocates resources for the program and evaluates progress to make timely and accurate adjustments to overcome unforeseen difficulties Expertly reviews and abstracts scientific material from a variety of technical sources, including research grant progress reports and scientific journals, and oversees the preparation of responses Advises the scientific community of research needs, opportunities, and advancements and Requests for Proposals RFPs Utilizes the latest professional guidance and technical competence and takes a lead role in staff discussions on program policy and development. Makes sound recommendations concerning the direction NINDS should pursue in their designated professional fields

Reviews, analyzes, evaluates and recommend preclinical therapeutic research plans aimed at moving projects towards clinical development Determine if project plans are achievable, have defined interim goals, have realistic but aggressive schedules, and include reliable indictors of a projects successful progress

Works with the Program Director, Program Managers and Director, Division of Translational Research and the various project teams in strategic planning Is responsible to assist with conducting analysis on therapeutic projects, agreements, contract and subcontract reviews for Maintain translating program objectives and translational research and preclinical development priorities into scientific agendas and broad planning issues, streamlining the program workflow and processes, and developing and implementing standard operating procedures

Identifies and recommends to the Director, DTR and Senior Management specific areas within the Programs Projects which require new or revised internal policies or program planning based on changes at the NIHDHHS level Coordinates and develops policies, procedures, guidelines and internal controls for assigned Programs and Projects, and oversees the coordination of new Standard Operating Procedures SOPs, in collaboration with senior staff

Reviews and updates portfolio management activities consistent with updates to NIHDHHS policies and procedures, and works closely with affected staff in the coordination of early notification, implementation, etc.

Sets and continually manages Program and Project expectations with team members and other stakeholders Effectively communicates expectations to all team members and stakeholders Identifies and resolves issues and conflicts within Program and Project teams

Represents NINDS to external networks As an expert in the assigned portfolios research mission, objectives, and outcomes Qualifications.

Ph.D. in Neuroscience, Pharmacology, or related field

Post-doctoral experience plus three to five years of additional pertinent work experience required (particularly in areas related to drug discovery and pain)

Demonstrated project leadership experience with comprehensive, milestone-driven drug discovery or development programs, from the hit identification stage to early phase clinical studies

Mastery of quantitative and qualitative methods to assess the progress of preclinical and early phase clinical development of new therapeutic interventions for neurological disorders

Skilled in planning, organizing, and directing team efforts. Excellent organizational, time management and analytical skills are essential to meet deadlines, prioritize and coordinate several projects simultaneously, and to manage a dynamic and growing portfolio of interdisciplinary drug development projects.

Thorough understanding of drug discovery and development and sensitivity to political, scientific, medical community and media issues sufficient to direct studies, advise on continued progress of projects

Excellent communication skills; strong clear communicator who can work collaboratively across teams and regions; ability to build relationships to gain the trust and confidence of internal and external stakeholders; strong networking skills; demonstrated experience in effective communications working across all levels of the organization

Excellent interpersonal skills to work closely with people at all levels of management and technical expertise
