Job Overview:

The Director of Outpatient Services, under the supervision of and in consultation with the Senior Director of Integrated Services, provides leadership and oversight of Eva’s Village Outpatient Substance Use Disorder program. The Outpatient Director is responsible for development, quality assurance, and engagement with funders to attract new clientele.

Duties and Responsibilities:

NJAC 161B-1.8 -Qualifications and responsibilities of the director of substance abuse counseling services

1. Responsible for the oversight, supervision, and quality assurance of all AOD clinical services including both record keeping and direct services

2. Ensure clinical services comply with county, state, and federal regulatory agencies.

3. In conjunction with the Senior Director of Integrated Services conducts intermittent chart audits to ensure compliance with documentation standards adhered to HIPAA (Health Insurance Portability and Accountability) as identified by county, state, and federal regulatory agencies.

4. Responsible for ensuring that all clinical staff receive supervision in accordance with state regulations and agency policy and procedure.

5. Assumes responsibility for the hiring and termination of all clinical staff with the approval of the Senior Director of Integrated Services, Clinical Administrator, and the Human Resources department.

6. Assists in developing and maintaining written job descriptions for clinical staff and assigning job duties.

7. Participates in staff education and training.

8. Provides consultation and facilitate multi-disciplinary team (MDT) meetings on a weekly basis to ensure coordinated implementation of treatment plans and service utilization

such that the comprehensive care of clients reflects the philosophy and objectives of Eva’s Village.

9. Has final approval of assignment of clients to counselor caseloads.

10. Assigns clients to therapy groups.

11. Provides crisis management/clinical interventions as indicated for clients.

12. Become familiar with grievance policy and procedure.

13. Becomes familiar with incident reporting policy and adhere to procedure set in place to address incidents.

14. May assume a small caseload as needed.

15. Assists in developing a business plan and operating budget with management.

16. Coordinates outreach efforts with public, private and social service agencies.

17. Assumes responsibility for the process of orienting and training staff.

18. Approves timesheets, personal, vacation, education day and other time-off requests.

19. Completes any necessary documentation for Human Resources-related issues.

20. Participates as indicated in Quality Assurance meetings.

21. Maintains effective intra- and interdepartmental communications.

22. Assumes responsibility for assessing staffing needs with the Human Resources department.

23. Oversees the professional evaluation and development of clinical staff quarterly.

24. Assumes responsibility for remaining current concerning trends/changes in the health care field.

25. Assists with continuous review, development and modification of policies and procedures with Senior Director of Integrated Services.

26. Oversees departmental compliance with all applicable policies and procedures.

27. Assures that services are provided in accordance with applicable grants, initiatives, Medicaid, or Fee- for-Service and other funding sources.

28. Provides outcome measurements as indicated.

29. Prepares for all monitoring and site visits, ensuring the department complies with all state regulations.

30. Assists with development of Plans of Correction for audit citations in accordance with State Regulations.

31. Embodies Eva’s Village core values, voice, and tone to provide an exceptional and effective experience for our clients, funders, employees, and volunteers.

32. Participate in management team meetings.

33. Perform other clinical and supervisory duties as assigned.

34. Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance.

35. Provide day-to-day performance management guidance to line management (coaching, counseling, career development, disciplinary actions).

36. Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention.

37. Other projects and/or assignments as deemed necessary.

38. Has reviewed and signed off on licensing board code of ethics for current license(s).

QUALIFICATIONS:

§ Master's degree in counseling, Social Work, or another related Human Services field.

§ LCADC with LAC, LPC, LSW or LCSW and supervisory certification required (CCS or ACS)

§ Thorough knowledge of 12-step, AA, NA, and the bio-psycho-social model of substance use

§ Disorder

§ Ability to speak, read and write English.

§ Must be able to work independently and complete assignments with minimal supervision.

§ Good interpersonal skills required.

§ Must maintain a professional demeanor and perform duties effectively in stressful/emergency situations.

§ Must be able to maintain objectivity and deal diplomatically with clients and family members.
