Functional Responsibilities:

The incumbent will perform the following duties:

Policy formulation

Lead in developing an economic and political-economy strategy for OSESGY.

Support the establishment of a comprehensive and effective political strategy to address Yemen's economic challenges, focusing on issues that can support progress in the political process.

Identify and assess areas and activities for OSESGY and international support and intervention.

Advise OSESGY on the formulation of economic policy to support the political process in Yemen in cooperation with international financial institutions, member states, and the UN Country Team.

Will draft or oversee the drafting of policy notes on the economy in Yemen and regional economic issues related to resolving the conflict Yemen.

Coordination of OSESGY's political outreach strategy on the economic track with the UN Country Team, Member States, international financial institutions and other members of the international community.

Advice and representation

Provide advice to the Special Envoy on political dynamics of economic issues pertaining to the conflict.

Engage in and support political negotiations with Yemeni and international economic institutions, including at senior levels, to support economic development in Yemen and the UN-led political process.

Liaise with OSESGY senior managers and the UN Country Team on inclusion of economic stakeholders and civil society in the political process.

Develop and maintain relations with senior government officials and advise them on economic issues, in line with the work of OSESGY.

Research and analysis

Lead research on economic governance dimensions of political negotiations and conflict-resolution.

Lead and manage OSESGY's economy team to identify and conduct policy-relevant research on key economic issues in Yemen, as they pertain to the conflict and OSESGY's overall strategic work.

On behalf of OSESGY, provide economic analysis and substantive inputs to UN policy and programming instruments, including UN strategic planning documents and other strategic documents.

Education/Experience/Language requirements:

Education

An advanced university degree (Master's degree or equivalent) in economics or related field (international relations, communications, administration, social sciences) is required.

A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in peacebuilding and development programmes.

Experience at the international level is required.

Experience in collaboration and designing interventions with Member States, International Financial Institutions or UN Agencies, Funds and Programmes is required.

A minimum of two years of experience in directly advising on economic issues during political negotiations from both the side of the mediation team and governments is required.

A minimum of two years of senior-level experience working in UN or related large multilateral organization in the planning/coordination of development/humanitarian financing is required.

Languages:

English and French are the working languages of the United Nations

For the position advertised, fluency in English is required. Working knowledge of Arabic is desirable.
