Field Manager

Field Office – SI/SV, Rizal

Salary Range: Php37,500 – Php43,500 POSITION

SUMMARY: Spearhead GNIP Community development project in San Isidro / Southville Field Offices, including but not limited to planning, project implementations, monitoring and evaluation, networking and partnership, and general administration of the community location.

Essential Responsibilities:

I. PLANNING

Lead Education, Health, Sponsorship, DRR, Income Generation, Social Enterprise and TechVoc staff assigned at San Isidro (SI) and Southville (SV) Community Development Project areas.

Review and finalize the GNIP POA for 2023 budget together with the area department staff.

Communicate to the country office all HR related concerns of the field office.

Lead in developing community-based and child-focused sustainable projects in each CDP

Supervise in executing project/program work plans and revise as appropriate to meet changing needs and requirements;

Prepare quality and data-focused weekly, monthly, quarterly and annual progress reports

Support HR and Communication team in writing monthly milestones to be published in GNIP internal newsletters

Facilitate quarterly and annual review and planning with stakeholders.

Lead and facilitate the formulation of CDP-based organizational strategy and mandate based on the national and global mission and vision of GNIPII. PROJECT IMPLEMENTATION

Manage all SI and SV CDP operations and budget executions.

Supervise the implementation of special grant projects in SI and SV CDP.

Provide managerial and technical inputs and guidance required for the implementation of project and program activities;

Ensure the successful, timely and impactful implementation of projects, program and other activities in SI and SV CDP in collaboration with the department managers at the country office, line supervisor and CD.

Provide guidance to Field Staff and CSF Volunteers in the implementation of project activities.III. MONITORING AND EVALUATION

Visit the communities and sitios under Barangay San Isidro for monitoring and evaluation of the existing programs and projects.

Conduct community assessment and benchmarking for prospected project and interventions

Coordinate with the M&E team of the Country Office to develop a data driven monitoring tools based on the KPIs and target reach

Leads in the execution of the monitoring and evaluation process to produce a data and best practice of the community project and ensures that systems are in place to support the quality implementation of community projects.IV. NETWORKING & PARTNERSHIP

Network development with LGU, schools, communities, and donors.

Coordinate and establish partnership with Government and Non-Government organizations in the community;

Actively coordinate with the Barangay Local Government Unit (BLGU), particularly in Barangay San Isidro, Montalban, Rizal on their health, education, IG, Social enterprise, DRMM, Child Protection, Women Empowerment and Community Development programs and Plans

Actively participate in the Area Based Network (ABSNET DSWD) activities and planning (in view of applying for higher level of program accreditation with DSWD)

Collaborate and coordinate with National Government Agencies, INGO, NGO and Corporate Sectors for a joint venture in implementing Community Development Programs based on the assessed needs of the communities in Barangay San Isidro

Lead in formulating guidelines and systems for local, national and international volunteers

V. ADMINISTRATION & SUPERVISION

Manage HR, general affairs, issues and concerns in the field office.

Strengthen and impose transparency and accountability in all aspects of colleagues' performance and enforce code of conduct.

Oversee the effective and efficient administration of Field Office operations.

Supervise the Admin staff for the proper documentation of asset monitoring such as vehicle, supplies, documents, etc.

Ensure that procurement and administration policies and procedures are adhered and efficiently implemented

Supervise the process and compliance of all legal requirements needed for the field office like business permits, DSWD accreditation etc.

Oversee SI and SV CDP colleagues in relation to human resource management to ensure that all policies are properly followed.

Actively participate in the recruitment process of staff to be assigned in SI and SV CDP.

Initiate quarterly staff professional development activities; relevant capacity building, IT training, emergency and DRRM training, etc., in view of professional and career development

Provide moral, spiritual (without compromising one's religion), ethical and professional guidance to SI and SV CDP team

VI. FINANCE

Coordinate with the Finance Manager at the country office for budget monitoring and burn rates tracking.

Coordinate with the CDP finance staff for the proper financial documentations and processes of field program department staff and program support staff in their activities (PR, FR and SR).

Oversee all finance and accounting functions including budgeting; asset management; cash flow management; management reporting; financial, variance and accounts analysis of the Field Office.

Ensures that financial reports are reviewed and approved to be submitted to the Head Office.

Qualifications:

Bachelor’s Degree preferably in Social Work, Community Development, or Social Sciences Course.

Master’s Degree or unit in Social Sciences is an advantage.

If Bachelor’s degree at least 5 (five) years’ experience and if Master’s degree with three (3) years’ experience.

With 10 to 15 years’ experience in community development.

With minimum 3 to 5 years’ experience in leadership.

Systematic knowledge of the principles of management, including program planning and budgeting.

Relevant training on Community Development; Program/ Project Management; Participatory Rapid Urban/Rural Appraisal; Child Protection; Enterprise and Livelihood Development; and Human Rights

Preferably with experience in NGO and international development projects.

Transparency and accountability in terms of finance and HR.

Leadership, communication, project management.

Willingness to accept relocation or travel.

A proven record of excellent management, leadership, decision-making and interpersonal skills

Understanding and experience of the techniques and skills required for effective project management

Excellent interpersonal skills and ability to successfully manage relationships to achieve goals

Proficient in Microsoft Office applications
