Savvee Consulting is seeking to hire a Deputy Task Order Lead to provide program support to our National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) client, located in Silver Spring, MD. Candidates must be very experienced with IT Governance and architecture transformation efforts, Capital Planning and Investment Control (CPIC), and general personnel management which enable the NWS mission.
Essential Functions
Provide oversight and direction for the NOAA NWS Enterprise Program Management Office (EPMO) task order, which includes staff members. Manager duties include:
Act as the main Point of Contact (POC) for the project for Savvee Consulting
Analyze and review policies and procedures to benefit the mission and ensure best-practices are achieved and address discrepancies and areas of concern
Provide the personnel with leadership, direction, and support to advance project goals as well as individuals’ professional goals
Train personnel on project-specific items to ensure each member has the knowledge they need for success on the project
Provide day-to-day oversight of the team to include, but not limited to; team scheduling & timekeeping, work distribution, and deliverable reviews and submissions
Address, resolve, and mentor staff concerns and escalating as required by Savvee’s policies
Provide staff with timely, constructive feedback on their performance and work with them to set goals for their professional growth and development
Assist in annual reviews of staff
Advise executive level staff by providing recommendations while considering risks, impacts, and feasibility
Identify areas for process improvement while supporting the realization of those improvements though the development/updates of policies, procedures, tools, and templates
Knowledge and use of analytical tools and techniques to effectively plan and communicate project status to executive level stakeholders
Track, maintain, and prioritize action items, facilitating executive-level review, and provide recommendations on a daily basis
Develop yearly acquisition planning analysis reports for executive review and manage investment prioritization, selection, budget formulation, investment control and evaluation for the program
Develop and manage project schedules based on high level milestones
Support the IT Investment Portfolio to ensure ongoing compliance with Office of Management and Budget (OMB) and federal policies for Capital Planning and Investment Control (CPIC), including Technology Business Management (TBM) requirements which includes developing, reviewing, and updating CPIC process and procedure documents
Conduct quality assurance reviews and analysis of submitted materials for IT Investment budgeting and reporting
Prepare, review, and submit OMB Major IT Business Cases to the Federal IT Dashboard (ITDB) on a monthly basis through the Folio system, to include:
Review and prove feedback/updates for the Office of Central Processing (CP) Capital Planning Major ITDB submission artifacts, including Monthly Quad Charts, Risk Registers, performance metrics results and actual costs
Update Folio with the latest performance metrics results, risks and actual costs
Draft the Monthly NOAA NWS Department of Commerce (DOC) Chief Information Officer (CIO) Evaluation Rating Reports
Respond to numerous Budget and IT Business Case portfolio data calls from OMB and the department
Provide analysis and feedback for OMB ITDB Error Reports as needed, as well as possible fixes within Folio.
Create Monthly DOC Office of the Chief Information Officer (OCIO) ITDB Report Response Workbooks for Major IT Business Case
Prepare and distribute collection tools, guidance, and reporting tools for IT Investment budget reporting requirements
Participate on the Federal Information Technology Acquisition Reform Act (FITARA) Team with a detailed understanding of the OMB A-11 and the Federal Information Technology Acquisition Reform Act (FITARA) guidelines, as well as the mission of OMB with regards to CPIC and the implementation of CPIC to the Technology Business Management (TBM) Framework.
Support strategic planning and innovative approaches to address the evolving needs of the IT Investment Portfolio, including tools, processes, and systems
Create/update Monthly EPMO Smartsheet Dashboard for delivery to clients and senior executives
Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client
Demonstrating a commitment to quality and customer support
