Job Summary:
The Human Resource Specialist is directly responsible for the recruiting, hiring, and termination process, HR filing, HR regulations, and other general HR duties, including Employee Benefits, and communication with overseas employees at Korea Liaison Office in Seoul, Korea.
Responsibilities:

Conducts recruitment efforts for all exempt and nonexempt personnel, students, and temporary employees; conducts new-employee orientations; monitors career-pathing program, employee relations counseling, outplacement counseling, and exit interviewing; writes and places advertisements. This is about 25% ~ 50% of the role
Develops and administers various human resources plans and procedures for all company personnel
Plans organize and control all activities of the department. Participates in developing department goals, objectives, and systems
Implements and annually updates compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary
Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program, and cash flow
Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports, and logs to conform to EEO regulations
Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains company organization charts and employee directories
Evaluates reports, decisions, and results of the department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of the department and services performed
Performs other incidental and related duties as required and assigned
Qualifications:
Bilingual in English (Native) & Korean
A bachelor’s degree and 3+ years of experience in HR
Experience with performing HR & Recruiting duties in a company that grew from small size company to a mid-sized one with up to 500 employees workforces, focusing on IT software and professional service contracting with US Federal Agencies and other Commercial Customers
Experience in successfully recruiting talent for a small IT business
Proven experience with onboarding and off-boarding procedures on a project or contract basis, including presenting contingent offers and offers with no benefits to employees
Proven experience in employee benefits management and payroll process
Comfortable working with systems and technology; proficient with various computer applications (Word, Excel, PowerPoint, etc.) with a desire to learn new applications and/or software
Good knowledge of HR compliance
Additional Preferred Qualifications
SHRM Senior Certified Professional (SHRM-SCP) certification.
