Title:Senior Refinery Steam and Utilities Commissioning Superintendent

KBR is providing Project Management Services encompassing Engineering, Procurement, Construction, and Commissioning phase execution supporting KBR’s client Sonangol’ s multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa.

This position will begin the project in the local home office either Houston or Chennai.

KBR is looking for a Senior Refinery Steam and Utilities Commissioning Superintendent to manage and audit the EPC Contractor’s Commissioning Team during phases of pre-commissioning, commissioning, preservation, systems mechanical completion, training, and ready for start-up to ensure commissioning activities meet requirements to complete the project schedule as designed. Audit CSU Contractor Team during operational test performance. This role will act as a client first face managing and auditing HSSE activities, SIMOPS and permit to work related procedures.

The Senior Refinery Steam and Utilities Commissioning Superintendent support the Engineering Team with commissioning and startup activities related to Steam and Utilities for the Marine Facilities, Plant OSBL and ISBL areas at the Sonangol Refinery – Lobito, Angola Site. Being an interface with the clients, this position requires a deep understanding of the technology combined with excellent communication and leadership skills. This role is responsible for reviewing the EPC Contractors’ practices in populating data into the Completion Management System to achieve desired targets in conformity within established cost, quality, schedules, process performance and loss prevention.

***This position will mobilize to Angola early 2025***

KBR Home Office Responsibilities:

Review EPC Contractors

Refinery plant operating philosophy manuals and plant training material based upon engineering designs

Commissioning and Startup Sequences for Steam and Utility Systems

Participate in P&ID Reviews, 3D Model Reviews, HAZOPS Reviews, SIMOPS Reviews, provide lessons learned and best practice contributions to the teams

Provide commissioning, operations, and maintenance inputs according to engineering designs

Project Site Responsibilities (Angola):

Audit EPC Contractors

Completions management program to ensure the project is tracked and documented

Plant walkdown activities independently or as part of a team and review punch lists

Pre-commissioning/commissioning activities

Completion and certification certificates

Education, Experience, & Skills:

Bachelor’s degree in engineering or related field

10 + years directly related experience with an average experience of 15 + years

In lieu of formal education 18 + years of experience with an average of 23 + years

Experience managing and operating Steam and Plant Utility systems in the field

Experience managing and completing Inspection and Test Records (ITRs) and the Pre-Commissioning and Commissioning Steam and Utility Completions ITR’s in a timely manner

Experience managing and operating all Utilities in the field, (e.g., Boilers, Generators, Air Compressors, Fire Water Systems, Power Generation System, Water Treating Systems, Wastewater System, Cooling Water System, Flare System, and Nitrogen System

Proven ability writing technical procedures and training materials to multi-discipline groups.

Experience preparing and presenting training materials to multi-disciplined groups

Proficiency in MS Office Applications e.g., Word, Excel, Access, Microsoft Projects, Visio, Power Point, Revu Bluebeam and Adobe Applications

Perform other duties as assigned
