Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM) to support real property, technical, energy and environmental objectives and critical missions.

Some responsibilities of this position can include developing real estate programs, developing budgets and project management plans, maintaining real estate data, preparing monthly real estate reports among other tasks.

Occasional travel will be required.

Work can be performed remotely or at the clients office location in Washington, DC.

Minimum Qualifications: Must be a US Citizen and be able to pass a Tier 1 background investigation to be placed in a position of Public Trust.

Bachelor's Degree related to the position.

Minimum of eight (8) years' experience.

Real Estate (commercial or residential) background preferred.

Desired Qualifications: Extensive experience with Microsoft Office suite including SharePoint, Word, Excel.

Strong communication, written, and verbal skills.

Required Skills: Knowledge of federal real estate laws, regulations, and policies.

Proficient analytical skills for assessing real estate needs and issues.

Experience in drafting project documents and managing budgets.

Strong understanding of real estate acquisition processes and relevant CBP and DHS directives and policies.

Proficient with Facilities and Infrastructure Tracking Tool (FITT), TRIRIGA, and SharePoint.

Responsibilities: Assist with developing and implementing a Real Estate Planning Program in accordance with applicable directives, policies, laws, and regulations.

Coordinate the planning and execution of real estate clearance actions, including acquisitions, permitting, and licensing, by collaborating with external stakeholders.

Support construction planning by identifying long lead time requirements for real estate, determining location-specific real estate needs, and identifying current landowners.

Prepare a monthly Real Estate Acquisition Planning report covering current and projected PMO construction projects, including long lead time requirements, location-specific needs, and current landowners.

Draft the real estate section of project requirement documents and project management plans for larger-scale projects, provide input to change requests, develop budgets and schedules, and ensure compliance with regulations and policies.

Track all real estate activity in Facilities and Infrastructure Tracking Tool (FITT). Prepare a monthly Real Estate Action report capturing preconditions for site leasing and project-specific real estate issues related to PMO projects.

Maintain real estate data, including rights-of-entry and lease information for Tactical Infrastructure (TI)/Facilities, and track lease and land use agreement expirations using TRIRIGA and SharePoint.

Assess real estate actions, develop clearance strategies, and coordinate execution, translating requirements received from USBP and other CBP offices into real estate requirements.

Support negotiations for land-use agreements with private landowners and permits from other Government agencies.

Facilitate site selection processes for new facilities, including market surveys and internal approvals.

Facilitate meetings and site visits among key internal and external stakeholders regarding real estate strategy development or troubleshooting during execution.

Provide program management subject matter and technical experts that shall assist the Government Project Leads with developing new environmental and energy Programs, Projects, and Initiatives (PPIs). Review, edit and finalize work products and deliverables to ensure the documents are drafted for the appropriate audience, quality, and accuracy.

Support the development of processes, procedures, documentation, and tools to assist with managing energy programs.

Assist Project Leads with establishing short- and long-term program goals and objectives, including collecting and reviewing energy data, conducting studies, and preparing reports.

Review and develop PPIs such as Cost-Wise Readiness, energy resilience, energy investments, renewable energy, and energy monitoring.

Work with Facility Managers (FMs) to identify continuing problems with energy systems and provide recommended solutions.

Identify O&M improvements, reduction of energy and water consumption.

Identify energy threats, vulnerabilities, and energy resilience improvements.
