Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM) to support real property, technical, energy and environmental objectives and critical missions.

Some responsibilities of this position can include providing renewable energy program support, utility bill analysis support, energy investment program support, and overall program management support.

Occasional travel will be required.

Work is on-site.

Minimum Qualifications: Must be a US Citizen and be able to pass a Tier 1 background investigation to be placed in a position of Public Trust.

Bachelor's Degree related to the position.

Must be a certified Project Management Professional (PMP) Must have experience managing and coordinating Energy Investment Projects Energy and Environmental experience Minimum of eight (8) years related work experience.

Desired Qualifications: Extensive experience with Microsoft Office suite including SharePoint, Word, Excel.

Strong communication, written, and verbal skills.

Proficient in coordinating meetings, preparing agendas, and facilitating project site visits.

Ability to provide subject matter expertise and technical assistance in energy program management and efficiency enhancement.

Strong communication skills to report findings and recommend improvement actions.

Required Skills: Strong analytical skills for evaluating renewable energy systems, utility bill data, and energy investment opportunities.

Experience utilizing TRIRIGA.

Expertise in utility bill analysis to identify trends, excessive consumption, and cost-saving opportunities.

Knowledge of energy efficiency standards and practices for designing and constructing energy-efficient facilities.

Responsibilities: Review, edit, and provide input for finalizing Interconnect Agreements (IAs) documents supporting the establishment of IAs between CBP and utility companies.

Analyze current CBP renewable energy systems, including annual savings and performance data, identifying potential facilities for additional renewable energy systems.

Collaborate with EE PMO's Data Management Team to develop change requests supporting critical information upload into TRIRIGA.

Provide subject matter and technical assistance on industry best practices for acquiring, maintaining, and retiring renewable energy systems.

Prepare renewable electric resource capacity and production data for CBP's renewable energy reporting.

Analyze CBP's utility bill data to identify trends, excessive energy consumption/costs, and changes resulting from energy investment projects.

Report recommended actions to resolve unfavorable energy consumption or costs concisely, providing clear guidance for the government.

Assist in coordinating meetings, preparing agendas, meeting minutes and facilitating Investment Grade Audit and Mission Essential Lighting project site visits.

Analyze and perform independent verification and validation of Energy Investment Programs investment opportunities, including reviewing vendor estimates and documenting findings to measure financial savings.

Identify cost savings and resiliency-enhancement opportunities by analyzing interval data, reviewing energy audits, and discussing with facility personnel.

Support CBP's exploration of energy project development, including gathering market information, drafting RFP sections, and responding to vendor questions.

Assist in ensuring new facilities are designed and built to be energy-efficient and resilient, including reviewing design standards and offering recommendations.

Review M&V and Performance Assurance Reports, identifying significant variances, and adjudicating with vendors.

Identify funding opportunities from various sources aligned with CBP objectives, such as cost reduction and energy resiliency.

Review, edit and finalize work products and deliverables to ensure the documents are drafted for the appropriate audience, quality, and accuracy.

Support the development of processes, procedures, documentation, and tools to assist with managing energy programs.

Review, draft, and edit documents, and provide feedback and recommendations on PPIs.

Assist Project Leads with establishing short- and long-term program goals and objectives.

Collect and review energy data, conduct studies, and prepare reports.

Review and develop PPIs such as Cost-Wise Readiness, energy resilience, energy investments, renewable energy, and energy monitoring.

Work with Facility Managers (FMs) to identify continuing problems with energy systems and provide recommended solutions.

Identify O&M improvements, reduction of energy and water consumption.

Identify energy threats, vulnerabilities, and energy resilience improvements.
