PURPOSE OF THE POSITION:

The Labor Relations Manager supports the Labor Relations Director and may serve as the primary point of contact for certain crafts with first chair responsibility for the proper design, negotiation, drafting, integration, administration and application of the applicable collective bargaining agreements (CBAs), policies, and procedures to achieve the designed corporate objectives. For assigned crafts, the Position will also handle wage and time claims and any disciplinary appeals through the grievance process from the on-property handling to the resolution of the arbitration process, if necessary. Additionally, the Position will serve as a point of contact for the Company for day-to-day technical expertise regarding such agreements.

POSITION ACCOUNTABILITIES:

Serves as a Company subject matter expert to counsel departments on labor relations issues arising out of relevant agreements for assigned crafts; representing Labor Relations in cross-functional efforts that affect labor in the U.S.

Works with various departments, under the direction of the Labor Relations Director, to determine operating objectives and evaluates risks and benefits when executing policies, procedures and negotiated agreement changes; and works with legal counsel to mitigate risk, when needed

Conducts research for labor relations regarding applicable collective bargaining agreements and providing contract interpretation and creation of contract language for new agreements

Develops and implements processes and procedures, under the direction of the Labor Relations Director, to develop institutional knowledge regarding existing collective bargaining agreements for assigned crafts

Manages the application of the Company’s existing collective bargaining agreements for assigned crafts by reviewing current and past on-property practices, along with the Labor Relations Director

Assists the Labor Relations Director to develop training materials and provide training within the Company on existing collective bargaining agreements for assigned crafts or on other labor relations processes

Responds to and prepares timely submissions for claims, grievances and disciplinary appeals in all procedural stages; conferencing claims timely

Determines the disposition of pending claims and grievances within delegated settlement authority

Represents the Company by presenting oral arguments at arbitration hearings for claims, grievances, and disciplinary appeals progressed by assigned crafts

Manages Leniency Committee, consisting of decision makers of all operating departments and legal counsel, and ensures compliance with the Company’s Leniency Policy

Manages or assists with other Labor Relations special projects

POSITION REQUIREMENTS:

Bachelor's degree from four-year college or university - General Studies

5 year(s) - Labor Relations experience or equivalent combination of education and experience

Experience in the railroad industry preferred

Negotiation experience preferred

Ability to communicate effectively with team, clients, and stakeholders

Ability to write clearly and effectively

Availability during reasonable working hours

Ability to travel up to an average of two times a month

Good time management skills
