BRIDGEPORT PUBLIC SCHOOLS Human Resources Department 45 Lyon Terrace Bridgeport, CT 06604 BUISNESS OFFICE JOB OPENING MANAGER, BUDGET AND FINANCIAL REPORTING UNAFFILIATED - 12 MONTH POSITION SALARY: $110,000 - $135,000 The Manager, Budget and Financial Reporting is a key member of the district's finance team, reporting to the Chief Financial Officer (CFO), with responsibility for managing the operating budget of the district within the comprehensive fiscal plan established by the CFO.

Working closely with the CFO, the Manager assists in and supports the process of ensuring attainment of the overarching goals: a balanced budget, fiscal integrity and fiscal responsibility.

The Manager, Budget and Financial Reporting provides leadership for continuous monitoring of the accounts in the operating budget, fiscal analysis and forecasts, identification of fiscal trends and completion of all required financial reports, including various state reports and the annual EFS (Educational Financial System) report to the state.

In addition, the Manager is accountable for ensuring close, ongoing coordination, collaboration and communication with the other Finance offices (payroll/benefits, grants management, food/nutrition services, transportation) and Human Resources, in order to ensure timely receipt of information required for fiscal analysis and reporting.

As part of this process, the Manager implements position control and internal control procedures, established to conform with accounting and audit standards for the safeguard of the district's assets; and serves as the liaison for the annual audit.

The Bridgeport Public Schools (BPS) consist of 38 school sites, approximately 20,000 students and over 3000 employees.

The operating budget is approximately $235 million (State ECS and City revenue). RESPONSIBILITIES * Manage the operating budget of the district, within the comprehensive fiscal plan established by the CFO that encompasses all fund sources (operating budget, Alliance ECS and all grants). * Oversee management of financial functions in the MUNIS system, including the set-up of the annual operating budget, timely assignment of position control numbers for personnel in all fund sources, monitoring of expenditures in comparison to budgeted amounts and approval of journal vouchers.

* Coordinate, process, and control transfers of budgeted funds, as required.

* Process various types of fiscal transactions in MUNIS (e.g.

journal entries, indirect costs for federal grants, budget allocation, budget transfer requests) for the purpose of updating information and/or authorizing final action in compliance with accounting requirements.

* As a member of the Finance Team, collaborate with the CFO, Director, Grants Development and Management, Chief Accountant (Grants Department) and Payroll Office staff to ensure that all personnel are properly coded in MUNIS in the correct account codes.

* Ensure compliance with the position control and internal control procedures established by the CFO for fiscal management.

* Identify fiscal trends, apprise the CFO of issues and factors that affect budgetary balance, and offer recommendations.

* Interrelate with City of Bridgeport offices, including Finance and Office of Planning and Management, and state finance offices in order to collaborate on matters impacting the BOE budget.

* Engage in fiscal monitoring and analysis, prepare related reports, and provide technical assistance to school, department and program staff on budget and resource allocation matters.

* Manage the preparation and submission of financial reports to the state.

* Produce ongoing fiscal forecasts for monitoring and inclusion in the bimonthly Financial Condition Report produced by the CFO.

* Manage the compilation and entry of data for the electronic EFS (Education Finance System) reports required by the state education department, by September 1st and December 31st.

* Manage the process for the end of year budget close for the operating budget.

* Assist in the development and implementation of financial policies and procedures.

* Serve as the primary liaison to the independent auditors for execution of the annual audit to fulfill local, state, and federal audit requirements.

* Attend BOE Finance Committee meetings and other meetings, as assigned.

* Perform other related duties, as assigned by the CFO or Superintendent.

SKILLS, KNOWLEDGE, QUALIFICATIONS, EXPERIENCE * Bachelor's degree in Accounting, Finance, Business Administration or a closely related field.

* Minimum of three (3) years progressively responsible experience in a leadership or supervisory role, preferably in a school district or City administration, including at least two (2) years of experience in fiscal management functions.

* Comprehensive knowledge of fiscal management in a school district.

* Working knowledge of federal and state laws applicable to financial management.

* Knowledge of best practices, policies and procedures in fiscal management.

* Familiarity with and skill in utilizing electronic accounting systems, including applications software; knowledge of and experience working with MUNIS highly preferred.

* Record of demonstrated integrity, honesty, tact, good judgment, diligence, dedication to accuracy and ethics in past job performance.

* Excellent communication, interpersonal, organizational and analytical skills.

* Ability to establish and maintain effective working relationships with personnel in other City departments, and with peers and subordinates.

* Ability to manage and complete multiple priority tasks in accordance with established timelines.

* Ability to work within tight time constraints and under stressful conditions.
