The California Department of Food and Agriculture's (CDFA) Audit Office is recruiting to fill three (3) Auditor I, shall consider General Auditor II, positions located in Sacramento.

Given the nature of the Audit program, the incumbent is required to exercise the highest degree of initiative, independence, and integrity as errors in the incumbent's work could adversely affect the Department.

Under the supervision of the Staff Management Auditor (SMA), and with direction from a lead Auditor, the incumbent will assist with the performance of various audits.

The incumbent will accompany a lead auditor and travel to various locations to conduct inquiries, observations, and testing; research State policies, procedures, laws, regulations and write audits and special reports.

Duties include but are not limited to: * Perform financial and compliance audits of various accounting systems, such as operation of the District Agricultural Associations (DAAs), Departmental programs, various counties, and an evaluation of the Department's internal control structure.

* Apply an understanding of accounting and auditing principles, such as Generally Accepted Auditing Standards (GAAS) and Generally Accepted Accounting Principles (GAAP) when performing financial and compliance audits.

* Perform compliance audits that provide on-the-job training and will provide practical experience in the application of government rules and regulations.

* Develop the scope of audits and applies audit techniques to determine means of verification and amount of testing necessary.

* Verify sections of an organization's financial records and assists in the preparation of audited financial statements and schedules.

* Work closely with a variety of individuals in stressful situations in the organizations and within the Department.

This includes Chief Executive Officers, management staff, and clerical personnel.

* Write clear and concise audit reports summarizing findings and recommendations, ensuring they are reasonable and properly documented.

* Write correspondence explaining provisions and application of law, discussing audit procedures, findings, and recommendations with the organizations and Departmental personnel.

* Research, develop, and document audit procedures and other assurance techniques.

Working Conditions The duties of this position are performed approximately 65% of the time in the office environment; and approximately 35% of the time in the field or other locations.

The office environment is equipped with standard office equipment: desk, chair, bookcase, phone with voicemail, and computer with various software.

Travel up to 35% of the time to various locations throughout the State and possibility of out-of-state travel may be necessary to perform audits; may include overnight travel by various modes of transportation.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Responsibilities include the performance of internal audits of CDFA, financial and performance audits of federal funded grants, audits of County Agricultural Commissioners (CAC), audits of District Agricultural Associations (DAA) and audits of Egg Safety Quality Management (ESQM). The auditing and assurance engagements include audits of federally funded awards administered by various CDFA Divisions and Programs.

The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.

The incumbent must complete an Ethics orientation training course within six months of assuming a Form 700 covered position, and every two (2) years thereafter, by December 31 of each numbered year.

Failure to comply with the Conflict of Interest Code requirements may void the appointment.
