Responsibilities

OBXtek is looking for a Facility Security Officer (FSO) to align business objectives with employees and management in the designated support areas of facility and personal security. The Facility Security Officer (AFSO) works for a government contractor with cleared personnel. This position manages in the development, administration, and implementation of all security procedures for classified or proprietary materials, documents, and equipment. Reports directly to the Chief HR Officer.

DUTIES AND RESPONSIBILITIES:

Manage the overall security program and supervise others supporting the Security team.

Establish and maintain successful working relationships with government and internal customers

Process new employee security clearances

Track security clearance investigations and perform administrative support functions to include Defense Information Security System (DISS), National Industrial Security System (NISS), and eQIP administration

Provide security briefings, debriefings, and awareness training for personnel

Process necessary badge requests for government and company facilities

Processing visit requests and certifications; submit incident reports

Prepare, issue and maintain DD254s

Review of required forms, process and screen of security forms of various background investigations, and associated paperwork for accuracy

Implement security policy and direction consistent with the Company and Government regulations

Interface with government customers on security related issues.

Prepare, manage and interface with DCSA during audits.

Provide answers/analyses to address questions and concerns from management

Perform additional duties and responsibilities as needed.

Qualifications

EDUCATION:

BA/BS required with a minimum of 3 years experience as a FSO and managing a security program.

CERTIFICATION:

Need to have FSO Orientation for Non-Possessing Facilities Curriculum or the FSO Program Management for Possessing Facilities (Center for Development of Security Excellence) SPeD Certification

EXPERIENCE:

Must have an active DOD Top Secret level security clearance

Experience with DISS, NISS, and e-QIP. Experience in processing SF-86, SF-312, Security Investigations and Periodic Reinvestigations.

Should have experience providing employees with personnel security guidance, consistent with the adjudicative guidelines, to best assist them managing their clearances.

Demonstrated ability to inprocess and maintain security for over 400 employees.

Experience working with Corporate Executives providing status updates, ensuring compliance with NISPOM requirements and providing guidance on security related questions or concerns.

Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII).

Government contracting experience.

Working knowledge of NISPOM requirements for a non-possessing facility.

Be able to create and maintain security files for employees, consultants, and independent contractors is accordance with NISPOM and DCSA guidelines.

Be able to produce, prepare, distribute, instruct, log, and keep security training for all employees.

Experience preparing and sending VARs/VALs to government both hard copy and in DISS for meeting requests and CAC/Badge requests.

Ability to manage multiple simultaneous projects, organize and prioritize numerous tasks.

Must have working knowledge of Microsoft Office.

Must have excellent customer service skills and strong interpersonal skills.

Must be able to juggle competing demands and prioritize work with a sense of urgency in a dynamic environment.

Must be able to work independently.

Excellent oral and written communication skills.

Must be a US Citizen.
