Chief Technology Officer, Vocalink Limited

Overview

This is an exciting opportunity to own end-to-end delivery of Technology for Vocalink Limited, a company that enables the payments of 90% of salaries, 70% of utility bills, most ATM transactions and every cheque cleared in the UK.

The successful candidate will become part of a high functioning team, dedicated to delivering a robust, secure and resilient service to 60+million citizens every day with transactional volume of 11 billion per year and total annual transactional value in excess of GBP6 Trillion.

Reporting directly into the CEO and working closely with key stakeholders as a key member of the Executive Committee, the Chief Technology Officer (CTO) will be responsible for understanding the business strategy and to define the capabilities required to meet the long-term needs for the Vocalink Limited business across the UK. Your role will encompass several significant functions including, but not limited to: Systems Platform Architecture, Systems Platform Engineering, Software Engineering, and Technology Transformation.

Responsibilities

• Responsible for the execution of all Technology elements in holistic end-to-end planning of critical strategic initiatives.

• Responsible for solution, infrastructure and network architecture – business engagement, service design, technology lifecycle management and roadmaps, technical design authority and technology vendor engagement.

• Oversee platform, network, storage, database, middleware and event management technologies including 24/7/365 Data Centres aligning with UI-Tier 3 & TIA-42 certifications and ongoing lifecycle refresh. Patch and vulnerability management

• Responsible for all software related changes to deliver new functionality and test infrastructure maintenance including all library upgrades and supplier patch releases

• Contribute to hands-on to software development activities (e.g., foundational research, Proof-Of-Concept implementation, system configuration contribution/review).

• Strategic and operational responsibility for technology required to enable critical products.

• Responsible for managing all technology systems, processes and controls.

• Drive Technology transformation and change initiatives.

• Oversee IT Asset Management and supply chain management including framework, governance and associated processes

• People management and leadership responsibility for the Technology leadership team, plus indirect responsibility for all function team members, in the region of 300 employees plus 150 temporary resources.

• Close collaboration with key stakeholders to ensure cross-functional delivery of critical strategic regulatory initiatives.

• Maintain robust controls to effectively mitigate operational risk and regularly trial business continuity procedures.

• Ensure the Technology roadmap aligns seamlessly with long-term business objectives, fostering innovation and sustainability.

• Determine and sponsor key business initiatives as opportunities arise taking into account the company’s commercial position; increasing revenue and maintaining optimised costs should be at the fore of business activities.

• Provide mentoring and coaching to employees and share timely feedback.

• Recruit skilled talent and maintain succession plans to mitigate single points of failure.

Skills & Experience

• Relevant experience of working in a complex (preferably multi-national) stakeholder environment that includes complex customers and regulators.

• Extensive experience in the Financial Services industry, particularly Regulated entities

• Resilient during change and transition, has the confidence to rally others around a clear purpose and keep focus during uncertainty

• Experience leading teams through periods of complex business transformation

• Creates alignment and transparency across teams

• Highly organised, proactive and able to work autonomously

• Excellent communication skills, written and verbal

• Strong understanding of program management principles and best practice

• Proven track record in leading, developing and delivering multiple and simultaneous technology, business and regulatory change projects.

• Ability to manage self and manage others through multiple conflicting priorities, adapting to changing business demands.

• Understanding of change methodologies, particularly Scaled Agile

• Strong influencing skills; organizationally savvy

• Strong personal and professional ethics – willing to lead by example in championing the Mastercard Way
