Information Technology Mission Statement:

The Ohio Department Insurance, Office of Information Technology and Security (OITS), is seeking a.net developer responsible for the design, development and implementation of new applications and modernizing existing solutions in current and future state.

What You'll Do:

Your Key Responsibilities include but are not limited to the following:

Primary Technology: .NET framework

Secondary Technology: Azure, SQL Server, Oracle

Works with Information and Technology (IT) Architecture staff, Chief Information Officer (CIO) and/or IT Managers to design solutions that meet the agency’s requirements (e.g., with .Net, Azure, SQL Server, Oracle).

Assists with analysis of the solution design’s business case; authors’ portions of the solution business case.

Writes & modifies large &/or complex programs; works independently coding programs & using high-level computer languages (e.g., .Net, Azure, SQL Server, Oracle, Salesforce); designs logical, sequential flow charts, file layouts & screen layouts; develops, writes & tests stored procedures; writes programs accessing rational databases.

Creates detailed test designs and test plans; coordinates execution of unit and system test scripts, debugging efforts and defect tracking, support of user acceptance testing; performs performance and load testing.

Writes, reviews, and coordinates development of application-related training materials and software user guides, program and/or application source code documentation (e.g. uses cases, in-line code comments), department standards, appropriate standards and criteria for acceptable programming, documentation and systems development lifecycle activities and review of development lifecycle activities.

Official Position Description Language:

Works with Information and Technology (IT) Architecture staff, Chief Information Officer (CIO) and/or IT Managers to design solutions that meet the agency’s requirements; assists with analysis of the solution design’s business case; authors’ portions of the solution business case. Edits or creates for recommendation and approval enterprise or IT artifacts, including, but not limited to, policies, procedures, standards, guidelines, best practices, and position papers.

Ensures current and/or future business process flows are defined and documented; conducts detailed alternative analyses and determines end-user requirement(s); consults with end-users, technicians, vendors, management, and others; provides post production support for applications varying in size, scope and impact to agency operations which may include load balancing, failover, and clustering. Answers questions on technical topics to assist other technical staff in software development OR identifies sources capable of providing answers. Presents technical topics to a diverse group.

Develops pass/fail testing criteria; assesses overall system performance including optimizing code and identifying and resolving peripheral software/hardware conflicts; oversees performance and load testing; finalizes implementation of plans, procedures and schedules; conducts lessons learned (testing perspective) and coordinates improvements to enterprise testing processes; understands technical environments and impacts on software execution in order to identify environmental components to be reviewed for adequacy. Recommends software reusability guidelines. Plans and conducts formal mentorship activities for peers and/or lower-level staff via verbal instruction or technical documentation.

What’s in it for you:

Unless required by legislation or union contract, the final candidate can expect to be paid at the lowest step in the pay range (step 1). As a Software Development Specialist 2, you will receive a raise after six (6) months and yearly step increases until you reach the top level of the pay range. There may also be possible cost of living adjustments (COLA) and longevity supplements begin after five (5) years of state service.

This position is designated as telework eligible. The agency has a hybrid work model (i.e., working in the office and working from home on a schedule based on operational need). As such, successful candidates must have and maintain internet at their remote location during normal working hours. In addition, employees must reside in Ohio and within a reasonable distance from the Department location to respond to workplace reporting requirements.

48 months combined work experience in any combination of the following: designing and performing systems analysis, developing and/or modifying programs for computer applications recommending application solutions and/or testing and correcting programs as it relates to testing and implementation and assisting with documentation including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.

-Or completion of associate core program in computer science or information systems; 30 months combined work experience in any combination of the following: designing and performing systems analysis, developing and/or modifying programs for computer applications recommending application solutions and/or testing and correcting programs as it relates to testing and implementation and assisting with documentation including 12 months work experience in the primary technology as specified by the agency position description & job posting.

-Or completion of undergraduate core program in computer science or information systems; 24 months combined work experience in any combination of the following: designing and performing systems analysis, developing and/or modifying programs for computer applications recommending application solutions and/or testing and correcting programs as it relates to testing and implementation and assisting with documentation including 12 months work experience in the primary technology as specified by the agency position description & job posting.

-Or equivalent of minimum class qualifications for employment noted above.
