Overview/ Job Responsibilities
We're looking for a Senior Program Manager with a strong federal IT service management (ITSM) background to assist our customer in a major contract transition and establish a Program Management Office (PMO) for Network Operations and Security Center (NOSC) support services.
Transition Management responsibilities include but are not limited to:
Review and refine a Draft Transition Plan
Plan and conduct Transition Kickoff Meeting
Plan and oversee transition discovery and knowledge transfer sessions
Plan and oversee the development of a Knowledge Repository
Conduct daily internal transition status meetings
Conduct weekly transition status meetings with the outgoing contractors and the customer
Ensure documentation and management of transition risks
In tandem with the Senior Program Manager and HR, plan and execute the incremental ramp up of contract staff
In tandem with the Senior Program Manager, oversee and execute a contract orientation for staff
Manage the transition schedule
Submit Transition Status Reports
Mentor staff for PMO management roles
Ensure preparedness for Operational Readiness Reviews
Facilitate cutovers from outgoing contractors ITSM/PMO responsibilities include:
In coordination with the Program Manager and key customers, stand-up a PMO in accordance with industry best practices and standards (e.g., ITIL V4, CMMI, SEI's CERT Resilience Management Model, ISO, etc.) and federal guidance and standards (e.g., NIST, GAO, OMB, DHS, and CISA)
Plan and manage the conduct of a baseline assessment of NOSC capabilities
Align NOSC services and business processes to business practices identified in ITIL v4 (managing all of these practices and sub-processes for the NOSC), and also align these to the functions, categories, and sub-categories defined by the NIST Cyber Security Framework (CSF)
In line with NIST SP 800-53 Rev. 5, DHS 4300A/B, and ITIL v4, propose, document, baseline, and manage a NOSC Service Catalogue and Common Control Catalogue that provide tiered service support models
Organize and maintain resources needed for the delivery of PMO Support including the implementation of improvement capabilities, service delivery support, data analytics & performance metrics; knowledge management; response to data calls; acquisition support services; relationship and service management practice recommendations; communication services; project management services; and assistance for strategic network resilience and security
Develop, own, and lead the execution of the process development and improvement roadmap and projects
Recommend and assist in establishing program performance metrics, data collection, and reporting
Promote and oversee, for consistency, the application of agreed upon NOSC policies, processes, and SOPs
Assist in defining and implementing a Customer Service Satisfaction Program
Assess requirements for and advise on enhancements to and/or development of new dashboard capabilities that provide customer visibility and insights into program progress, performance, and risks that support improved customer decision-making Minimum Qualifications
Bachelor's degree in Information Technology, Computer Science, or related degree
Ten (10 plus) years of professional experience in the IT government contracting industry
In-depth understanding of ITSM models including ITIL V4
Knowledge of federal guidelines and standards including NIST Cyber Security Framework
Proven experience leading organizations in their ITSM-based process maturity and improvement journeys with demonstrated successful outcomes
Superior communication skills orally and in writing
Ability to instill a culture of continuous improvement
Experience obtaining buy-in on meaningful metrics to measure program performance
Governance and change management expertise
Experience developing and reporting on program performance metrics
Understanding of technologies and tools that capture, integrate, and present performance data, including but not limited to, ServiceNow
Experience partnering with customer on strategic planning and roadmaps
Experience playing a leading role in a PMO for a large IT program
PMP certification or equivalent
ITIL certification
Active Top Secret Security clearance with Dept of Homeland Security (DHS) or Customs & Border Protection (CBP) preferred This position will typically be located in either Colorado Springs, CO, Stennis, MS, Chandler, AZ, National Capitol Region (NCR) or Remote where applicable. Candidates who meet the minimum qualifications, appropriate clearance level, and are geographically aligned (or the ability to relocate) will be considered first.
