This position performs professional level work supervising, managing and providing leadership primarily for the Town's finance and budget functions.

Works with Finance Department leadership to support the overall departmental vision, policy and execution of broad Town financial policies.

Performs duties in a manner consistent with the stated values of the organization.

Essential Duties and Responsibilities: * Supervises professional staff.

Supervisory duties include assigning, training, reviewing and planning work of others.

Determines and monitors performance standards, coordinates activities and allocates staff.

Recommends new hires, transfers, promotions, and salary increases as appropriate.

* Provides leadership role to the Finance Department in the growth and continuing development of staff and departmental culture in the interest of clear, direct, honest communication and promotion of the identified Town values.

* Manages and provides leadership in the preparation of the annual budget process.

Coordinates and schedules the annual budget process and budget calendar.

Recommends and implements budget policies, procedures and instructions.

Involves coordinating work of finance team members and coordinating with interdepartmental team members.

* Responsible for ensuring accurate financial data is provided to departments for use in developing budgets and projections.

Projects revenues and evaluates available funds to achieve a balanced budget.

Coordinates and reviews information to produce a published budget document.

* Prepares for and assists with budget presentations to staff, Town Council and the public.

Answers complex citizen and department questions regarding the budget.

* Manages the Town's operating budget.

Advises financial analysts on development of three quarterly budget amendments and quarterly financial reporting processes to ensure accurate preparation, publishing and administration of the budget document.

* Oversees the preparation of the Town's TABOR calculation and interprets findings.

Assists with fiscal impact analyses related to land use applications to ensure accurate findings resulting from the analysis process.

* Advises department staff regarding correct coding of employees and expenditures.

* Manages special projects of major concern or investment to the Town.

Provides reports, studies and recommendations to justify needs to support Town leadership in decision making.

* Assists Finance leadership with advising Town Manager and Town Council on high level financial matters concerning departmental, capital outlay, and Town-wide expenditures.

Monitors costs, expenditures, capital outlay, and department budgets for ongoing adherence to established budgetary constraints and administrative objectives.

* Conducts and attends department and division staff meetings, represents the finance department at various meetings, committees, or commissions.

* Works collaboratively with departments in preparing and implementing budgets, reviewing and discussing budget transfer requests, and in revising accounting and billing systems.

* Reviews, evaluates and responds to complex complaints, inquiries from department heads, and Town Council and related boards' meeting agendas.

* Provides resolution or makes recommendations where required.

Completes special projects as directed by Finance leadership.

* Performs other duties as assigned or required.

Minimum Qualifications: Education: Bachelor's Degree in Accounting, Finance, or closely related field from an accredited college or university Experience: At least five (5) years' progressively responsible experience in finance, which includes at least two (2) years of supervisory experience; or an equivalent combination of education, training, or experience.

Governmental finance experience is preferred.

Knowledge, Skills, and Abilities: * Ability to effectively train others and to supervise, assign and monitor the work of others.

* Thorough knowledge of and ability to apply generally accepted governmental accounting, financial and budget principles, standards and practices.

* Ability to perform complex financial analysis and to provide high level reports to organization leadership.

* Advanced knowledge of MS Excel to create and maintain complex spreadsheets.

* Working knowledge of MS Outlook, Word and Power Point.

* Skill in use of a personal computer, word-processing software, database software, copy machine, fax machine, calculator, telephone, postage machine, central financial computer system and other related office equipment.

* Working knowledge of integrated financial/accounting systems, including budget and reporting modules and development of payroll projections.

* Ability to understand and communicate written and verbal information and instruction.

* Excellent writing skills.

* Ability to effectively read, interpret and analyze complex financial data, accurately accounting for Town funds.

* Ability to provide thorough and accurate work products with multiple priorities under tight deadlines.

* Ability to establish and maintain effective work relationships with others.

Physical Demands: * Sedentary work for long periods of time * Occasional physical work lifting no more than 10 pounds * Occasional lifting, carrying, walking and standing * Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl * Frequent hand/eye coordination to operate personal computer and office equipment * Vision for reading, recording and interpreting information * Speech communication and hearing to maintain communication with employees and citizens Work Environment: * Works primarily in a clean, comfortable environment Equipment Used: * Uses standard office equipment including a personal computer system * This position may require the incumbent to occasionally use personal equipment (e.g.

vehicle, cell phone, tools, etc.) in the course of their employment.
