Job Summary:

Responsible for supervising all UMMC safety programs and staff ensuring activities are safely performed and in a safe environment in accordance with UMMC procedures, regulatory requirements, joint commission, Mississippi department of health, and other state and federal accrediting organization standards and regulations. Reviews, formulates, and recommends policy and organizational changes as appropriate.

Education & Experience

Bachelor's degree in Safety, Industrial Hygiene, Environmental Health or a healthcare related field, and three (3) years related safety experience, or an equivalent combination of education and experience. Health care related experience preferred.

Certifications, Licenses or Registration Required: Healthcare Environmental Manager certification obtained within 12 months of hire.

Knowledge, Skills & Abilities

Knowledge of applicable federal, state, and local laws, ordinances, statutes, regulations, rules, policies, and procedures. Skill in accident/incident investigation and reporting protocols. Verbal and written communication skills. Interpersonal skills to interact with a wide range of constituencies. Ability to gather data, compile information, and prepare reports. Ability to establish and maintain effective working relationships. Ability to train, motivate, and supervise employees.

Responsibilities

Establishes, maintains, and ensures adherence to policies and procedures related to all areas of safety, including fire safety.

Acts as a subject matter expert for EHS on various hospital committees and assures compliance and preparedness for Joint Commission Accreditation and other inspections as required.

Serves as the designee for the State Fire Marshall’s Office as it relates to UMMC operations.

Develops and oversees the implementation of effective staff safety training.

Coordinates the UMMC hazardous waste management program, including proper methods of storing and handling of hazardous materials with departments in conjunction with campus environmental services.

Oversees the investigation of accidents, spills, losses, thefts, unauthorized receipts, uses, transfers, disposal, mis -administrations, and other deviations from approved safety practice and recommend appropriate action in order to prevent future occurrences.

Conducts building inspections to identify hazardous conditions and practices in order to help identify training and education that will assist in prevention of worker injuries, and report same to hospital administration as needed.

Reviews and interprets code revisions, moratoriums, or equivalencies for applicability to UMMC and hospital-specific policies and procedures, and compliance.

Ensure contractor code compliance by managing the interaction between departmental personnel and contractors, facility planning and physical plant personnel.

Establishes registration for all safety equipment; monitors the installation and maintenance of such equipment on a periodic basis. Develops and maintains a list of authorized users and departmental safety managers. Designates and audits protective equipment for the safe use of equipment, supervises the conduct of annual safety audits, and documents results.

Manages and develops department budget in collaboration with MCES Director and DBA.

Manages vendor relations and contracts to ensure fulfillment of duties.

Collects data and prepares reports for the environmental services department along with recommendations for corrective actions.

Reviews and assist in preparing bid specifications for Environmental Testing, Fire Suppression Systems testing and personnel testing.

Responds to and mitigates on and off-campus disasters. May require extended travel and/or overnight stays.

Collaborates with disaster management in the development of the hospital Emergency Operations Plan.

Physical and Environmental Demands

Requires occasional exposure to unpleasant or disagreeable physical environment such as high noise level and exposure to heat and cold, constant handling or working with potentially dangerous equipment, constant exposure to biohazardous conditions such as risk of radiation exposure, blood borne pathogens, fumes or airborne particles, and/or toxic or caustic chemicals which mandate attention to safety considerations, frequent working hours significantly beyond regularly scheduled hours, occasional travelling to offsite locations, occasional activities subject to significant volume changes of a seasonal/clinical nature, frequent work produced subject to precise measures of quantity and quality, occasional bending, occasional lifting and carrying more than 100 pounds, occasional climbing, occasional crawling, occasional crouching/stooping, constant driving, occasional kneeling, occasional pushing/pulling, constant reaching, constant sitting, frequent standing, frequent twisting, and frequent walking. (occasional-up to 20%, frequent-from 21% to 50%, constant-51% or more)
