Project Controls Specialist

Job Purpose

This role is a proactive leadership role that is responsible for all project controls functions and resources. The Project Controller should bring an assurance to the company that projects meets all commercial, financial, documentation, cost and schedule requirements utilizing Project Controls best practices. This position serves as single point of contact reporting operationally to the Vice President Construction & Engineering.

(5E). 5E BA’s corporate office and team is currently located in Hesperia, CA and the project site is in Newberry Springs, CA. 5E BA’s Borate Mine hosts a multi-generational Borate resource where boric acid will be produced for the large North American specialty chemicals market including high-end technologies such as electric vehicles, defense, and magnets. The Fort Cady project site is an exceptionally rare and large colemanite deposit.

Job Description

the performance of project services on projects, Planning and Scheduling, Risk, Document control, administration, Fiscal Integrity, Change Management, Contract Business process compliance, project stakeholder’s interface, facilitation and resolution of issues that may impact project objectives.

all non-technical areas of the project, acts as the commercial arm of the project supporting Project Management

Leads the reporting efforts and oversees the project controls personnel which may include cost engineers, document controllers and schedulers in the preparation of weekly and monthly reports, KPI dashboards, Internal Management Report, document tracker, and project schedule trend tools.

Work on initiatives to improve processes and procedures, aggregate and analyze project/portfolio information to support the decision-making process

Review all commercial activities of a project, or operation, and the facilitation of such activity to ensure compliance is achieved

Supports the development of the Project Controls execution Plan for projects and leads the Project Setup process

Responsible for Cost Forecast and schedule in the project. Oversees document management assuring compliance with project schedule and client requirements

Overall responsible for monthly reports (internal & external) quality and correctness to senior company management

Interacts with project team members to make sure all changes are captured and processed

Produces, analyzes and report project KPIs, leading and lagging financial/schedule and document information, provides strategic view to Project leadership

Anticipates and provide mitigations to project risks. Participates and drives Change order negotiations with contractors and subcontractors and estimates change order scenarios

Supports internal and external audits, and project quality activities. Support management with the interpretation of Contract Terms & Conditions

Leads and works with others to resolve problems. Ensures accurate and timely communication to involved parties

Skills required includes self-motivation, initiative, resourcefulness, confidence, dependability, organization, planning, and problem-solving skills

Guarantees the proper execution of Project(s) Close-out

Requirements:

Progressive experience in project controls, planning, cost or engineering, project/product planning or similar 10+ years’ experience working as a contractor or owner.

Experience with Gantt charts

Understanding of the reporting requirements of a publicly traded company

Planning and Planning tools knowledge (Primavera, MS Project) – preferred

Good understanding of risk management & risk management processes

Good understanding of project execution utilizing an EPC or EPCm contract model

Ability to evaluate and resolve problems quickly and independently.

Ability to work with minimal supervision

Strong interpersonal skills for inter-departmental and customer interaction.

Fluent in English with advanced verbal and written communication skills, strong vocabulary and grammatical skills, with the attention to detail.

Must have the ability to handle many diverse tasks simultaneously and be able to work effectively with interruptions.

Capable of multiple tasking in a high-volume environment.

Must be a self-starter attitude with proactive, results-oriented focus; and willing and capable to assume additional responsibilities.

Proven analytical and problem-solving skills.

Must be able to interface with a variety of people with different technical levels and educational backgrounds; must be able to produce accurate and timely results while maintaining a customer-service attitude.

Ability to handle confidential or sensitive information or issues

Demonstrates strong organizational, interpersonal, negotiation and influencing skills.

Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint a plus).

Bachelor’s degree preferred but may be supplemented by industry experience

5E is a federally regulated company and adheres to those regulations. We are a drug and alcohol-free environment.

Pay range: $115,000 to $135,000 (D.O.E.). This person must be located in the Southern California area, preferred in the high desert if possible and or must relocate. This position will work in Hesperia, CA and or Newberry Springs, CA.
