The City of Torrance is recruiting for a Deputy City Clerk II (Records Management) to be part of the City Clerk's Office Team!

The Department The Office of the City Clerk is the driver for open and transparent government; caretaker and custodian of the public records, steward for the elections process, and ambassador to and the conduit for the democratic processes of the City of Torrance.

The City Clerk's Office ensures that there is compliance with all federal, state and local statues and regulations and serves as a liaison between the public and the City Council.

The Office is a service department which provides City Council, City departments, and the general public information regarding the operations and legislative history of the City.

The Position The City Clerk's Office is recruiting for a key team member for the Records Management Division.

In this highly visible elected office, the Deputy City Clerk II (Records Management) plans, organizes and oversees the city-wide records management program and document imaging system.

The major responsibilities for this position are coordinating records; responding to complex, confidential, and sensitive requests, including the Public Records Act requests; maintaining computer databases for records retrieval, and supervising staff.

In addition to records management duties, this position through cross training may coordinate and supervise the agenda review process including review of the agenda and agenda reports for compliance with internal procedures, local policies and state law; write procedural manuals, trains employees and the public on access to public information.

EDUCATION AND EXPERIENCE: Any combination of education and experience that provides the knowledge and skills required is qualifying.

A typical way to obtain the knowledge and skills would be: Graduation from a college or university with a Bachelor's degree in Public Administration, Business Administration, or a related field; and three years of increasingly responsible experience in a City Clerk's Office or in a similar government setting which included coordinating a comprehensive records management program involving the maintenance, retention and disposition of a wide variety of records; or an equivalent combination of related education and experience may be substituted.

One year of experience in a supervisory or lead capacity is preferred.

LICENSES AND CERTIFICATIONS Possession of a valid Class C California Driver's License and a safe driving record.

A valid Notary Public License must be obtained prior to the completion of the probationary period and maintained thereafter.

Designation as a Certified Municipal Clerk (CMC) and/or Certified Records Manager (CRM) is highly desirable.

Successful candidates will possess the following: * Solid knowledge of electronic records systems; * Experience with document digitization; * Experience in project management; * Knowledge of federal, state and local laws regarding records; * Be highly organized, detailed oriented, and customer service focused.
