Flexible Work Agreement Type Posting End Date 2024-06-04 Job Grade L3 Pay Range Commensurate with Experience / Selon l’expérience Job Summary Reporting to the Assistant Vice President Operational Support, the Director, Canadian Network Management Unit is a strategic and enthusiastic solution-driver who is responsible for partnering with business unit leadership to advance NAV CANADA’s strategies and overall business efficiency and effectiveness, including Airspace Modernizations and Trajectory Based Operations.

This role is responsible for overseeing the advancement of the Canadian Network Management Unit (CNMU) and leads the network operational programs that are aligned to TBO and Airspace Modernization.

Be responsible for the development and ongoing upkeep of the Network Operations Plan and ensure alignment and compliance with the network operations procedures.

Lead the development of the CNMU concept of operations (CONOPS) and subsequent establishment of the CNMU.

Lead the delivery of airspace modernization programs within a transformational change management framework, ensuring integration of the wide array of identified roles into the day-to-day operation of the CNMU.

Oversee the development and implementation of recovery plans, where risks or issues threaten delivery of the project, and continuously get buy-in with all stakeholders.

Oversee the development of governance frameworks and ensure project compliance with the organization's wider program.

Be responsible for building and managing positive and productive relationships with key business stakeholders.

Collaborate with internal stakeholders to identify the capabilities needed to meet the current and emerging needs for airspace modernization programs and related projects.

Lead the negotiation and deployment of annual and longer-term program and project resource budgets, providing forecasts and presenting variances with narrative at appropriate review points to ensure effective utilization.

Lead the design and delivery of project assurance and reviews, enable the delivery of assurance reviews by independent third parties, and ensure that appropriate actions are taken to resolve any issues identified, to give senior stakeholders confidence that the project can deliver according to time, budget, and quality.

Coach, mentor and develop employees and managers to create a high performing and highly engaged team of professionals.

What you bring: Education: Bachelor’s Degree in aviation, airport management or a related field, or equivalent combination of experience, training, and education obtained from working extensively in these fields is an asset.

Experience: Minimum 8 years in progressive leadership roles in a related area.

Experience in System and Air Traffic Management.

Experience supporting leadership teams in multi-stakeholder and regulated environments.

Experience working collaboratively and effectively with senior leadership, Board Directors, and cross functional teams.

Knowledge and Abilities: Broad knowledge of the global aviation industry and NAV CANADA’s customers.

Knowledge and understanding of IFR operations, procedures and technical infrastructure in Canada and the collaborative relationship between airlines, airports, and ANSPs.

Strong Knowledge of transformational change, program, project, and risk management principles and practices.

Strong knowledge of Canadian aviation legislation and regulations (CARs), Canadian and international air navigation systems, national and international standards and criteria governing instrument flight procedures, airspace classification and airspace structures.

Expert knowledge of the practices and techniques associated with managing a team of professionals (i.e., resource and capacity planning methods, processes, and practices). Demonstrated advanced presentation and communications skills, both verbally and in writing.

Demonstrates even temperament and flexibility.

Working Conditions: This position is based at the Ottawa Head Office and is eligible for a flexible work arrangement.

Occasional domestic and international travel required.
