Overview:

STARGATES provides Systems Engineering and Programmatic support to the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate. These efforts support R&D technology implementation and transition to the DHS component agencies.

Position Description:

The candidate will perform the following:

Provide administration and assessment for R&D development, testing and analysis of technology for Remote Maritime Technology projects supporting DHS Component primary missions.

Provide recommendations for mission support functions and enable their execution.

Conduct high-level engineering and programmatic assessments for remote maritime technology investment portfolio, programs, technology requirements, and emergent issues.

Reviews proposed R&D projects from any source for intrinsic technical value, and expected return on investment, to meet requirements expressed by DHS Components.

Reviews technology concepts, programs, and investments in areas related to DHS S&T objectives.

Recommends transition plans for prototype systems from emerging technologies, mature them if required, and transition them effectively to DHS programs or agencies.

Identifies unique technologies, capabilities, and facilities in industry and other laboratories.

Recommends productive teaming relationships to develop and transition technologies.

Prepares analyses, assessments, technical background papers, memoranda, summaries, briefings, illustrations, reports, presentations, notes, official correspondence, background rationale, and other materials for sensor system issues of interest to the Program Manager.

Develops white papers on communication system technology transition strategies, execution, alternatives, and processes.

Coordinates with other DHS S&T staff members, constituent agencies, military services and joint activities as directed.

Position Location:

Remote, with occasional visits to Washington, DC area.

Required Qualifications:

Bachelor's Degree in a scientific or technical field.

Active Top Secret Clearance.

Prior DHS Suitability.

Minimum 12 years’ experience in a Systems Engineering and/or technology transition program offices.

Must have the ability to refine requirements and to determine, with other engineers, the best technology for a job.

Must be able to support system design synthesis, integration, and validation activities.

Must have at least 8 years supporting engineering efforts, and may include supervising engineering staff, involved with the application of engineering disciplines in the technical field directly related to the required tasking area being supported.

Must have experience in development, functional, and data requirement analysis.

Must have proven ability to manage multiple tasks simultaneously in a fast-paced environment.

Desired Qualifications:

Prior DHS and/or USCG operations experience.

Experience with Atalasian applications (Confluence).

Master's Degree in a scientific or technical field.

Active TS/SCI Clearance.
