IDG’s Global Health Division works in Neglected Tropical Diseases, infectious disease, including TB, HIV/AIDS, and Malaria; global health security, Heath Systems Strengthening - including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; Public-Private Partnerships; and Maternal-Neonatal-Child Heath and Reproductive Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs in lower- and middle-income countries.

Program Description:

The anticipated USAID Resilient Health Systems for Healthy, Resilient Communities activity in the Democratic Republic of the Congo (DRC) seeks to support stronger, more resilient health systems at all levels; save lives; decrease morbidity and disability; and increase the potential of women, newborns, children, families, and communities to thrive. The activity will advance universal health care coverage while scaling up and sustaining equitable coverage of high-quality, high-impact primary health care, and building on evidence-based practices to achieve and sustain health outcomes in select geographic areas.

Position Description:

RTI is seeking a Chief of Party (COP) for an anticipated USAID/DRC Resilient Health Systems for Healthy, Resilient Communities activity. The COP will be responsible for leading the overall activity implementation, technical strategy, management, and execution. This position will ensure all activity deliverables are met or exceeded, within budget and in compliance with RTI and USAID rules and regulations. The COP will provide project planning, oversight, leadership, and coordination. The COP will be expected to identify risks related to program implementation in a timely manner, suggest appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud, waste, and abuse. This leadership role liaises with USAID, the Ministry of Public Health, other health and development donors, and other implementing partners (IPs) in DRC on behalf of the activity, cultivating open, productive, and collaborative relationships to advance activity objectives. This position will be based in Kinshasa, with travel to provincial implementation areas throughout implementation.

Please note that this position is contingent upon funding availability/award from USAID.

Responsibilities

Roles and Responsibilities:

Responsible for the overall successful leadership, strategic vision, and management and operations within budget and compliance parameters, including financial management, cost control, sub-contractor management, performance monitoring, and client relations.

Responsible for management and oversight of the program’s technical, operational, and administrative staff across offices.

Ensure synergy across technical components of the project; ensure good team planning and coordination, deployment of resources and intra-team communication in support of project objectives.

Oversee performance monitoring and evaluation to ensure all governance project targets are met or exceeded – making recommendations for improvement in program implementation.

Build strong relationships and lead collaboration with USAID/DRC and high-level stakeholders, such as DRC ministries and regulators, other IPs, and local partners. Ensure that client and stakeholder expectations are met.

Lead annual project work planning and reporting and be the principal point of contact with USAID, Government of DRC, other implementing partners.

Lead technical meetings to ensure adaptive management and inclusion of guiding principles across all

Ensure the timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines.

Ensure all contractual deliverables and reporting requirements are met and in compliance with contractual requirements and U.S. federal regulations.

Qualifications

Qualifications:

Medical degree with relevant public health experience

Minimum of 8 years’ progressively responsive experience in a senior role managing large and complex integrated health service delivery programs of similar scope and dollar value ($50M+) in DRC or in a similar context in Sub-Saharan Africa.

Minimum of 10 years of experience managing and leading technical and administrative teams for health projects focused on one or more areas: MNCAH, malaria, FP/RH, nutrition, global health security, and/or HSS.

Proven ability to work collaboratively with government, donors, the private sector, and community organizations to achieve health objectives in DRC.

Knowledge of the DRC health sector and established local networks, including relationships with the Government of DRC and other health donors and IPs preferred.

Ability to work in complex, politically charged, unstable environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area

Experience managing diverse, high-performing multidisciplinary teams working across satellite offices to achieve health results in a fast-paced environment.

Ability to travel and work in any of the anticipated priority states.

Ability to build and maintain strong teams and relationships with host-country counterparts and other donors

Excellent interpersonal communication, writing, and oral presentation skills.

Proven ability to work under pressure, and with multiple concurrent demands.

Verbal and written English and French proficiency is required.

Work experience in Africa, and the DRC or other fragile or conflict affected country is required.
